Isn't it a little too late for these? The large-scale operation is close to wrapping up. What would generally follow are long-term encampments, cantonments and defenses. What good are these now?

There are still BLA Terrorists present in Balochistan. MRAP can be effective in Balochistan.

It stated there are 1200 Extra vehicles , can you imagine 1200 items falling in hand of ISIS or Alqaeda 2.0

Its common sense , that Pakistan should receive these item otherwise its a great risk , I mean 50 folks could take over 50 vehicles and start their operations and since these are armed and fast they can literally get places in midnight since they take over these item

Who is gona stop these vehicles , the ordinary border patrol guy with a rifle don't think so Our police with pistol guns and suzuki mehrans if that happens ?

The world cannot stop 20-30 guys on Pickup trucks in Iraq / Syria now imagine 20,000 folks armed with 1200 MRP and all the weapons in world in Afghanistan

Example: Kabul to Lahore distance is 5hours now imagine the mobility Terrorist get if they take control of these vehicles

Heck for all we know they can even start Gazwa-e Hind 2.0 IN 5 hours cross borders in carvans in midnight

Or think about the danger "GRAVE" danger these posses if the terrorist take over these in numbers and start occupying towns on western front all the way from KPK to Balouchistan

Lahore / Islamabad / Most of KPK is in range of Terrorist take over attempts from ground if these vehicles go in wrong hand

Or imagine this in 10 hours , all these vehicles could be stolen and moved to war by Terrorist in Iraq to air their expansion

I think 1 of these is enough to aid group of 50-200 rouge fighters take over a town

Quiet a difficult situation and Pakistan Military is right to request the EDA as a safe means to dispose and control over the vehicles due to their nature only a Strong Military with proper history of keeping these items in check can be trusted to secure them in military areas

Just look at the size of the monstrous Trucks

We should get MRAPs as many as we can get with full maintenance capability, also must get TOT of Lazar-2 or similar platform if the suit more then one mission requirement, they may be modified like US Strykers if possible.

And how will they use them and maintain them?

I would like to know the thought process of PA Commanders as these vehicles are going to be a maintenance nightmare. In the past these vehicles were rejected by PA due to the massive costs associated with its logistics and upkeep. Dont get me wrong, no one can question the effectiveness of these vehicles. Our boys are exposed and desperately need MRAP's, but its only the costs that i am worried about.

WASHINGTON, Sep 19, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to the Government of Pakistan for 160 Mine Resistant Ambush Protected (MRAP) vehicles, spair and repair parts, and training, etc., for an estimated cost of $198 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Pakistan has requested a possible sale of 160 Navistar Mine Resistant Ambush Protected (MRAP) vehicles to include (110 MaxxPro Dash DXM, 30 MaxxPro Base DXM, 10 MaxxPro Dash DXM Ambulances, and 10 MaxxPro Recovery Vehicles with protection kits), spare and repair parts, support and test equipment, publications and technical documentation, personnel training and equipment training, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $198 million.

The proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a country vital to U.S. foreign policy and national security goals in South Asia.

The proposed sale of MRAPs will ensure that Pakistan can effectively operate in hazardous areas in a safe, enhanced survivability vehicle, and improves Pakistan’s interoperability with U.S. forces. By acquiring this capability, Pakistan will be able to provide the same level of protection for its own forces as the United States provides for its forces. Pakistan, which currently possesses MRAPS, has successfully demonstrated the ability to operate and maintain the vehicles in counterinsurgency and counterterrorism operations, and will have no difficulty absorbing these additional vehicles into its armed forces.

The proposed sale of this equipment and support will not affect the basic military balance in the region.

The principal contractor will be Navistar Defense Corporation in Madison Heights, Michigan. There are no known offset agreements proposed in connection with this potential sale.

Implementation of the proposed sale will require approximately two (2) U.S. Government and twenty-four (24) contractor representatives in Pakistan for a period of approximately 18 months to perform inspections and deprocessing of vehicles upon delivery; provide assistance in installation of vehicle accessory kits; provide fault diagnosis and repairs; perform corrective maintenance, to include accident and battle damage assessment and repairs; conduct operator and maintainer training; and conduct inventories and maintain accountability of USG provided material.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

The Multi-Role Armored Vehicle Lazar 2 8x8 is based on modifications of the concept and the technical solutions implemented on the functional model of Lazar vehicle. These modifications are carried on with the purpose to further harmonize the basic characterictic of the vehicle with contemporary international trends in the delevompent of families of multi-role armored wheel-type vehicles. The concept of the first Lazar vehicle represented a combination of the characteristics of MRAP and MRAV (Multirole Armoured Vehicle) type vehicles, while the Lazar 2 is closer to the MRAV concept first of all because of the introduction of independent suspension, which allows the platform to be customized to different roles. The concept provides for installation of different types of weapon turrets depending on the purpose of the vehicle.

The vehicle is equipped with a rear ramp for easier entrance and exit, and has two doors embedded within that ramp for emergency situations. It also features a separate door for the driver and commander, located on the driver side. It features five bullet proof windows and firing ports on each side of the vehicle, as well as two on the rear of the vehicle. This allows the troops inside the vehicle to have a high situational awareness and to engage targets from inside the safety of the vehicle. The driver has five cameras, which provide him with a near 360° field of visibility. Two are located in front of the driver's hatch, two are covering the sides of the vehicle, and one is installed in the rear of the vehicle to aid with reverse driving. In the IFV configuration, it seats three crew members and nine troops.
The vehicle is powered by a 500 hp engine and features independent suspension for each of its 8x8 powered wheels, ensuring high mobility even in rough terrain.
Armored body of Lazar 2 presents modular construction, with possibilities of different level of protection, according to the needs of the user. Basic level of armored protection, without add-on armor corresponds to level III+ (12.7x99mm at 30m) at the front side of the vehicle, and level III (7.62x54mm at 30m) on all other sides in accordance to NATO STANAG.

With adding of additional composite armor over the basic armor of Lazar 2, protection goes up to level V (25 mm APDS-T at 500m) at the front of the vehicle, and level IV on all other sides.

M91 30mm turret (Vidra) provides level IV (14.5x114mm at 200m) protection at the front glacis, and level III (7.62x54mm at 30m) on the sides of the turret, with add-on armour being available for further protection.

Additional slat armor can provide protection against RPG missiles.
Anti-mine protection is provided with use of double layer, V-shaped steel floor, and additional steel plates under the seats, which are attached to the roof of the vehicle. This provides anti-mine protection of level IIa under any wheel, and level IIb under the center of the vehicle in accordance to NATO STANAG.
These features can be selected from by a potential buyer.

• 15W VHF radio with UMR
• Interlinked Command Information System with such features as encrypted communications, GPS maps, in-action battle plan modification etc.
• Remote Controlled Weapons Station with armament ranging from 12,7mm to 30mm, including a full sensor loadout stabilized in two planes with LIDAR, IR, thermal and optical devices.
• The first prototype was publicly presented on 2013's Partner – International Fair of Defense Systems and Equipment. It is produced by Yugoimport SDPR in the new "Complex Battle System" factory in Velika Plana, Serbia.
  
  At the unveiling, it was announced that the first 3 Lazar 2 have already been sold to Pakistan.

  The MaxxPro utilizes a crew capsule with a V-shaped hull, mounted on an International WorkStar 7000 chassis. The V-hull deflects the blast of a land mine or improvised explosive device (IED) away from the vehicle to protect its occupants. Because the chassis is mounted outside the armored crew capsule, there are concerns that it will likely be destroyed in the event of an ambush, leaving the soldiers inside stranded.However, according to Navistar Defense spokesperson Roy Wiley, the MaxxPro "did extremely well during the tests, and we are extremely pleased." This design may prove as effective as the Krauss-Maffei Wegmann ATF Dingo that uses a similar design, one which mounts an armored capsule to a Unimog chassis. This design has survived a 7 kg (15 lb) land mine blast with no injuries.
  
  According to Navistar Defense, the vehicle is designed with operational readiness in mind and utilizes standardized, easily available parts, to ensure rapid repair and maintenance. The armored body is bolted together instead of welded, as in other MRAPs. This facilitates repair in the field and is a contributing factor to Navistar's greater production capacity for the MaxxPro.
• Navistar is considering modifying the MaxxPro to fit Army requirements for the Armored Multi-Purpose Vehicle program to replace the M113 family of vehicles. The vehicle would need to perform the five roles the AMPV would have to fill. Other contenders believe the Army wants a tracked vehicle, shown by the creation of theTracked Stryker. Navistar feels their wheeled MRAP can meet the solutions required. Although it has less capabilities like gap crossing, it could be capable enough and be cheaper to select with vehicles already in the inventory. Navistar is offering the MaxxPro as a stop-gap solution to replace the M113 quickly with the more survivable MRAP to be used until the AMPV can be fielded in 2020.

  On July 18, 2011 Navistar Defense received a delivery order for an additional 140 MRV's with rocket-propelled grenade (RPG) nets from the U.S. Marine Corps Systems Command.

  At Association of the United States Army 2013, a version called the Mission Command on the Move (MCOTM) was displayed as a command post with monitors, computers, and antennae mounted in the back for communications and surveillance. Five passengers can monitor incoming information, see unmanned aerial vehicle feeds, and keep track of where units are operating. The vehicle has an on-board transmission-integrated power generator that can produce up to 120 kilowatts of exportable power, which eliminates the need for a towed trailer and can single-handedly power a semi-permanent tactical operations center. It would allow commanders to be connected to dismounted troops and headquarters while on the move. The MCOTM version will undergo testing at the Army's network integration evaluations in February 2014.

I guess only way to control such situation would be CAPs by PAF all along the Durrand line aided by drones 24/7.
