Correct. But their threats and later carrying on the threats by killing the security forces were enough 'evidence' to shoot them all during the operation--of course leaving the hostages inside unharmed. These violent thugs were willing to kill security forces and were willing to die for their 'cause'. And they DID do both.
Pakistan is a country where human rights are far less enforced then in America, but look at what was done to David Koresh and his followers in Waco in the 1990's? Or look at how the Russians deal with those who took buildings hostage in Russia?
In cases like the Lal Masjid goons, it's best to leave the laws aside: Wipe them off during the operation otherwise the stupid media would show videos of the death one of the Maulana brothers and his mother. That turned the tide in the media war. Stupid media and soft hearted audience.
