ISLAMABAD, Aug 6 (APP): US Citizen and Intelligence Agency spy Methew Brett has been arrested by Law Enforcement Agencies in the federal Capital.

Federal Minister for Interior Chaudhary Nisar Ali Khan on Saturday took strict notice of the
incident for granting immigration permission to a black-listed American citizen and issuing visa of Pakistan to him.

The minister suspended staff of immigration shift including a Federal Investigation Agency’s Assistant Director employed on the airport.

He also directed the officials posted at Pakistani embassy in the Houston to respond on the incident. He inquired as why a black-listed citizen was issued a visa to enter into Pakistan and who gave this permission.


The black-listed American Citizen Matthew Brett had been arrested in the past over his alleged involvement for spying about the details of nuclear programme.

The minister has constituted a team under the supervision of an Additional Secretary Interior for investigation into the matter which will present the detailed repot in next 24-hour despite weekly holiday.

Ch. Nisar also directed to constitute a Joint Investigation Team (JIT) under the chairmanship of SP Investigation Capt. (R) Ilyas which would also include officials of FIA, IB, and ISI, to probe the matter.

According to the details, a US Citizen reached Islamabad Airport on Saturday morning, who was expelled from Pakistan few years ago over his involvement in suspected activities.

The emigration staff posted on the airport showed negligence and allowed him to enter in Pakistan despite his name on the black-list.

The Interior Minister took strict action against the immigration staff after being informed and ordered suspension of all those involved in this negligence.

Two FIA personnel performing duty on the immigration desk have been arrested while Addl. Director FIA deployed on the airport, has been suspended.

The ministry also directed the Deputy Director and Immigration Director to give reply on the issue whether it was negligence or there was some other motive behind it.

US citizen Matthew Brett, who escaped from airport, has been arrested from a guest house of the capital city.

A case has also been registered against the US citizen over violation of the immigration rules.

The minister for interior has directed the high officials of his ministry to investigate whether the black-listed US citizen was permitted mistakenly or is there any other reason behind it.

I say question his wife and father in law who has issued threats against the nation that should anything happen to Barret he will take tribal revenge on the army as he is a pakhtun, funny thing is Barret asked for his daughters phone number right in front of him which she obliged too, and they began a relationship for many months before they decided to get married, the fathers actions are the nothing like a pakhtuns.
Also Barret physically attacked the guards near a nuclear installation which he was no doubt monitoring for some nefarious assignment, i say deport him and his wife, as well as arresting the father in law who has made threats against our beloved armed forces and teach Barret a little lesson whilst he is behind bars for kicking at our security forces.

If all US spies behave like Mathew Brett, then US will is doomed and it will become a laughing stock of the world. Either they think we are stupid or they are becoming too arrogant and careless. On the other hand I am sure our security agencies know how to deal with spies and they will deal with the matter appropriately.

I think you did not read the full story.
He came back with different passport and name.
FIA officers arrested because they may did criminal neglegence or he is impliciti with him.
Investigation against one foreign office lady is also under progress.
and he was earlier captured while trying to enter in sensitive government buildings and deported.
he was caught may means he was incompetent or may be our intelligence was better than him.

RAWALPINDI: Interior Minister Chaudhry Nisar Ali Khan has ordered the Federal Investigation Agency (FIA) to prepare a new immigration policy that will ensure that persona non grata cannot sneak into the country.

Chairing a high-level meeting — held to review the circumstances under which ‘blacklisted’ US citizen Matthew Craig Barrett was able to secure a Pakistani visa and enter Islamabad — the minister also reviewed a proposal which says that foreign missions abroad should not be allowed to issue visas without the interior ministry’s approval.

An initial report on Barrett’s entry into Islamabad was laid before the meeting, which was attended by top officials from the interior ministry, FIA and local law enforcement agencies. Primary responsibility rests with the visa officer at Pakistan’s consulate in Houston, who issued Barrett a visa within 24 hours of getting his application without checking his record, the report said.

The report also faulted the FIA duty officer at the Benazir Bhutto International Airport for allowing Barrett to enter Islamabad.

An interior ministry statement issued on Sunday singled out Fahad Qayyum, in charge of the Integrated Border Management System, as the individual who had alerted authorities to Barrett’s presence in Islamabad. The minister announced a reward of Rs100,000 for the officer.

Barrett was picked up by law enforcement officials from a guest house in the capital a few hours after he managed to gain entry into the country on Saturday.

Sources told Dawn that the FIA’s immigration staff were not aware of his presence in the country until they were tipped off by an intelligence agency that a ‘blacklisted’ US citizen had been apprehended in Islamabad.

The interior ministry’s statement said that it would be premature to term Barrett a ‘spy’, or link his arrest to the Raymond Davis scandal of 2011. Davis had shot two young men on a motorcycle on a busy street in Lahore, while a car coming to his aid ran over a bystander. His extradition following the payment of blood money to the families of the victims had soured Pak-US relations at the time.

The statement also said that espionage was not one of the reasons why Barrett was blacklisted from entering Pakistan in 2011. However, at the time, police had charged him under Section 123 of the Pakistan Penal Code — which deals with ‘Concealing with intent to facilitate design to wage war’ – ostensibly because he was found in possession of maps and photographs in a restricted area near Fateh Jhang.

The only question here is where he got the passport why a visa was issued by a Pakistani Embassy or Consulate within 24 hours?

And if the passport shouldh have had bio chip, why didn't it work at the immigration check-in?

24 Hours is nothing, I can secure a visa from the DC Embassy within less than 7 hours. It's no secret. That old baba in the consular section is a ...... that can be put in his place with a few English sentences.

Sir you are talking like Pakistan is a first world country.
How ever there are computerised data for passport and ID but some exceptions are there for diplomats and thats where it happened as reported. one diplomat has been investigated for issuing the visa and allowing this person to enter.

There's nothing first world about it. It's common knowledge.

Countries are beginning to issue Biochip passports now, and if this guy is an American, his passport should have a biochip since 2007, American passports are also only valid for 10 years for an adult.

So his passport should have been biochip, which is close to impossible to fake. Immigration services across the world have begun to refuse entry for nationalities that don't have biochips.

This is systematic negligence. Across the board from the Foreign Ministry to Immigration services.
