DHAKA: AKM Mashiur Rahman, prime minister’s economic adviser, has been sent one-month leave on Monday.

Confirming about the leave, prime minister’s office sources, seeking anonymity, told The Independent that Mashiur submitted a leave-in-advance letter for one–month to Prime Minister Sheikh Hasina on Sunday afternoon citing personal reasons.

Mashiur has been under immense pressure for the last few months since World Bank cancelled its pledged $1.2 billion credit to construct the Padma Multipurpose Bridge.

Different media reports said World Bank has been pressurising the government to remove Mashiur, also the integrity adviser of the much-talked-about project.

Mashiur in recent weeks has repeatedly denied any involvement in the alleged corruption in the Padma bridge project, saying if there were corruption allegations against him over the project, both the government and the WB could make those public.

The co-financiers of the project -- Asian Development Bank and Japan International Cooperation Agency -- extended their loan effectuation date till August 30, meaning that the government has to reach an agreement with the WB within this month.

The WB in September last year suspended its promised funding for the country's biggest infrastructure project over corruption allegations.

The global lender cancelled its loan agreement in June on the grounds that all its conditions had not been met.

The government started fresh talks with the WB early this month and they are now at the final stage.

Prime Minister Sheikh Hasina's Economic Affairs Adviser Mashiur Rahman was sent on leave for a month on Monday to pave the way for the government to convince the World Bank to revive its loan for Padma bridge project.

Earlier on Sunday, Mashiur applied for the leave to the premier, PMO sources said.

On September 15 Awami League General Secretary Syed Ashraful Islam requested Prime Minister Sheikh Hasina to send Mashiur Rahman on leave.

The co-financiers of the project -- Asian Development Bank (ADB) and Japan International Cooperation Agency (Jica) -- have extended their loan effectiveness after getting specific commitment from the government to remove Mashiur, officials of the two agencies said.

Finance Minister AMA Muhith assured ADB Director General for South Asia Juan Miranda of Mashiur's removal when they met on August 30.

The resignation of Mashiur is the last hurdle in efforts to get the $1.2 billion loan, cancelled by the World Bank in June over corruption allegations, revived.

The WB recently came up with three conditions, including the removal of Mashiur, for withdrawal of its loan cancellation.

The two other conditions are issuance of gazette notification about the resignation of Syed Abul Hossain, and terms of reference (TOR) to ensure a WB panel's access to the ACC probe into the graft allegations.

About a month after Abul resigned as ICT minister, the Cabinet Division issued a circular on August 23 declaring the post vacant.

Sources said the ACC might sign the TOR getting the go-ahead from government high-ups.

Dhaka Sep 17 (bdnews24.com)—Prime Minister's Advisor Dr Moshiur Rahman has said he has not gone on leave even though several top government sources confirmed he has, apparently to make way for the World Bank loan for Padma bridge.

"I haven't applied for any leave, nor do I see any necessity," Moshiur told bdnews24.com around 11pm.

However, several sources told bdnews24.com on Monday evening that Moshiur, who advises the Prime Minister on economic affairs, had left office temporarily. No senior government functionary, however, could say for how many days he was on leave.

"This is not true. I haven't gone on leave," Moshiur, also the Integrity Advisor in the Padma bridge project, said when reached by phone.

Two advisers to PM now in Delhi to discuss bilateral issues

Bangladesh and India are weighing existing bilateral relations including delay in implementing a land boundary agreement signed last year and fate of a proposed accord for sharing water of a common river, officials in Dhaka said on Wednesday.

Two advisers to Bangladesh Prime Minister Sheikh Hasina left Dhaka for New Delhi on Tuesday to discuss bilateral issues, including implementation of the land boundary agreement and signing of a deal to share water of the river Teesta.

Dr Gowher Rizvi and Dr Mashiur Rehman, advisers to the prime minister on international and economic affairs respectively are expected to return to Dhaka on Friday after reviewing all the important bilateral issues including a proposed project on another common river.

"The advisers will also discuss proposed Tipaimukh barrage to be built on the river Barak in Manipur state, some 200 km east of Bangladesh border," an official of the Prime Minister's Office (PMO) told the FE.

The issues of allowing road and rail transit to India are also likely to come up for discussion as the transit issue is much important to India as Teesta accord to Bangladesh, the official said.

The advisers have flown to New Delhi on an invitation from Shivshankar Menon, the national security adviser of India, which is eager to upgrade bilateral ties with Bangladesh.

Dhaka, that extended all out cooperation to India over the last three and a half years, has been disappointed due to delay in implementing the land boundary agreement and almost no progress in signing of a deal to share Teesta river water, political analysts said.

The invitation came following a meeting between Prime Minister Sheikh Hasina and her Indian counterpart Prime Minister Dr Manmohan Singh on the sidelines of the summit of Non-Aligned Movement in Tehran last week (Aug 29), when the latter assured the former of signing the Teesta water sharing agreement and tabling a bill to amend constitution in the parliament soon aimed at early implementation of land boundary agreement.

However, a personal secretary of Dr Rizvi said without giving details, "It's a routine bilateral visit to discuss regional issues with the respective senior officials of India."

The existing bilateral relations between the two neighbouring countries are extremely friendly compared to anytime in the past, but delay in implementation of boundary agreement signed last year and signing of Teesta river accord have been worrying both the governments.
