Secondly, their older population goes out during the day, ours mostly doesn't.

I dont understand this. If businesses run for longer they generate economic activity which benefits the country. Restaurants, cafes gyms these all benefit local economies. Maybe I'm missing something dont understand how this would be a good thing, is it to save on power?

What is happening in Pakistan is that business opens at around 1 or 2 PM in the afternoon and work till mid night. At night they have to use neon signs etc and uses alot of electrcity. By closing businesses at 8 PM they will have to open at 8 AM to breakeven. They will work in light save substantial energy.
