if India want to behave like a big power, just sentence them to death and carry out the execution immediately. Dare Italy do anything? I do not think so. Italy became too weak now. Even EU will dare not do anything.

India should not care about the so-called "International laws". These laws, if ever exist (I am not sure) are used only for weak countries. No powerful country respect any international law.

Recently, someone was executed in India because of a very big crime he committed 22 years ago (1993, if I am correct). I cannot understand the slow way of doing thing in India.

Italy has informed the International Tribunal of the Sea (ITLOS) that it tried to negotiate with the Narendra Modi government, both on a 'visible track' as well as 'behind the scenes,' in the Italian marines case.

The submission is significant as the marines case was being heard in the Supreme Court before Italy moved for international arbitration and any backdoor negotiation could mean contravention of the court. Soon after the National Democratic Alliance government was sworn in May 2014, Italy began the negotiations, but it was in the middle of May this year “the Indian government indicated that it had no latitude to pursue a negotiated settlement, given the engagement of the Indian Supreme Court.”

Italy said “a possible settlement was sought on a visible track in correspondence to the Indian Ministry of External Affairs, and, separately, behind the scenes, between the most senior representatives of Prime Minister Renzi and Prime Minister Modi.”

India a day ago told the tribunal that Italy’s call for “compassion” for the two marines who shot dead two Indian fishermen off the Kerala coast in 2012 was “misplaced” and also accused Italy of filing numerous applications which were “abusive and mutually inconsistent” to delay the case. Italy said, ‘‘while there was still a possibility of a political settlement, it was in the interests of both the Italian and the Indian governments to afford space to their discussions. The delays in the Indian court proceedings provided some negotiating space. There is no longer any prospect of a negotiated settlement. Quite apart from the critical humanitarian considerations that have compelled us here today, the failure of the political track has brought the dispute to a turning point. India’s assertion of jurisdiction over the Enrica Lexie incident and over the Italian marines now threatens to crystallise into a more egregious and manifest violation of Italy's rights.’’

The incident was reported on February 12, 2012 when the duo, Sergeants Massimiliano Latorre and Salvatore Girone, allegedly opened fire on an Indian boat killing two Indian fishermen from Kerala on board.

Hamburg: India has told an international tribunal that it is ready to complete within four months the trial of two Italian marines accused of killing two Indian fishermen off Kerala's coast if Italy cooperates.

The offer was made before the International Tribunal on Law of the Sea (ITLOS) here after Italy dragged India to it accusing delay in the trial of February 15, 2012, incident in which marines Massimiliano Latorre and Salvatore Girone, who were on board ship 'Enrica Lexie', allegedly killed two Indian fishermen.

"I have been instructed to state that India is prepared to guarantee that the decision of the Special Court could be handed down within four months from the date on which the hearings open, if Italy were to cooperate and withdraw its objections to the procedure before the Indian Supreme Court," Indian representative Alain Pellet told the tribunal.

The tribunal reserved its order after hearing both sides for two days on Monday and Tuesday and will give its ruling on August 24.

India also rebutted Italy's claim before the tribunal that New Delhi shut the door for a diplomatic solution to the marines issue and also that there was any back channel discussions between the senior Prime Ministerial advisers and Italian representative.

Earlier, Italy told the tribunal that there was no scope for the Indian government to engage in further discussions about a "political settlement" after External Affairs Minister Sushma Swaraj said in May that Italy should join in the judicial process as the matter is sub judice.

"Some days after this statement, Italy was informed on the private channel of engagement between the senior Prime Ministerial advisers that the statement by Minister Swaraj reflected the position of the Government," Italy told the tribunal.

Rebutting this, Indian representative Rodman Bundy said: "There is absolutely no evidence to show that it was only in May 2015 that it became clear that a diplomatic solution could not be reached, or that, as Sir Daniel (Italian representative) asserted: At this point -- that is May 2015 -- the Indian Government indicated to Italy that it had no latitude to pursue a negotiated settlement given the engagement of the Indian Supreme Court.

"Where is the evidence of that statement? It is not on the file. Pure assertion. My colleague has not pointed to any document that supports this claim that somehow it was only in May of this year that settlement became impossible. Sir Daniel's arguments in this respect are pure assertion," Bundy said.

The Indian representative said the Italian agent has not pointed to any document that supports his claim. The only thing he produced is an extract from a blog in which India's External Affairs Minister was asked about relations with the European Union.

"In answering, the Minister stated that India had repeatedly told Italy that it should join India in the judicial process taking place in India and that was sub judice before the Indian courts, but that Italy had not done so. That was nothing new. It had been India's consistent position over the previous three years," he said.

Bundy said the Italian representative speculated about unreported and undocumented back-channel discussions.

"I was not sure if he was giving testimony or simply referring to materials that are not on the record ?- the fact of the matter is that the last Note Verbale that is on the record that Italy sent to India on this matter was dated 18 April 2014, months earlier. Even at that time, in the spring of 2014, it was apparent that a diplomatic impasse had been reached. In short, there was absolutely nothing new in May 2015," he submitted before the tribunal.

New Delhi: A UN Tribunal hearing the case related to the killing of two Kerala fishermen on Monday did not allow an accused Italian marine go home from Indian custody despite the European country's fervent plea for the relief to him, Home Ministry officials said.

Italy has been stressing for a long time that marine Salvatore Girone, one of the two accused who is still in India, should be allowed to go back home till the case is finally disposed off and the criminal proceedings against them should be suspended.

"The Tribunal asked both India and Italy to suspend all court proceedings but kept mum on Italy's plea to allow him go back home. It is a clear setback for Italy. Marine Girone will stay back in India until jurisdiction of the case is decided," a senior Home Ministry official said.

The other accused marine Massimiliano Latorre is already in Italy and allowed to stay back home by the Supreme Court due to medical reasons.

Home Ministry officials said that the case will now be decided by the Annexe-7 Tribunal, the apex body of the International Tribunal on Law of the Sea (ITLOS) in Hamburg in Germany.

The UN Tribunal's call for stay of the Italian marines case proceedings in the Supreme Court makes little difference as the hearing in the case has already been suspended, the official said.

The Tribunal today asked both India and Italy to "suspend" all court proceedings involving two Italian marines charged with the killing of two fishermen off Kerala coast in 2012 and also refrain from initiating new ones that might "aggravate or extend" the dispute.

The question of the status of the two marines relates to the issue of jurisdiction and cannot be decided by the Tribunal at the stage of provisional measures, it said.

The Tribunal said it was aware of the grief and suffering of the families of the two Indian fishermen who were killed and also the consequences that lengthy restrictions on liberty entail for the two marines and their families.

Italian Marines case: ITLOS puts "status quo" - The Hindu

India, Italy asked to submit initial report by September 24.
The International Tribunal for the Law of the Sea (ITLOS) has put a “status quo” in the Italian marines case and asked both India and Italy to “suspend” all court proceedings and refrain from initiating new ones that might “aggravate or extend” the dispute that triggered a diplomatic row.

Hearing Italy’s appeal, ITLOS president Vladimir Golitsyn asked the two countries to submit the initial report on the entire incident by September 24.

A senior government official said it was a partial victory for India as the court did not allow one of the accused marines to go home from Indian custody despite Italy’s plea.

He said they would wait for the final verdict by the apex body of ITLOS Annex VII arbitral tribunal, which would hear the case later on.

ITLOS, the 21-member U.N.-mandated court located in Hamburg, Germany, issued the order on Monday, with 15 in favour and six against.

Italy had moved ITLOS in July, challenging India’s jurisdiction to try the two marines. It said the incident took place in international waters, and as per international norms they ought to be tried in Italian courts.

In a provisional verdict, ITLOS said: “Italy and India shall both suspend all court proceedings and shall refrain from initiating new ones which might aggravate or extend the dispute submitted to the Annex VII arbitral tribunal or might jeopardize or prejudice the carrying out of any decision which the arbitral tribunal may render.”

The incident was reported on February 12, 2012, when Sergeants Massimiliano Latorre and Salvatore Girone allegedly opened fire on the boat, St. Antony, killing two fishermen of Kerala on board. The marines were arrested by the Kerala police. The case was later transferred to the National Investigation Agency (NIA).

Mr. Latorre is now in Italy on health grounds. The case has become a point of diplomatic tussle between India and Italy.

Setback for Italy

After the NDA came to power, Italy requested India to resolve the issue. Italy moved for international arbitration, after which, the proceedings in the Supreme Court were stayed.

“The tribunal asked both India and Italy to suspend all court proceedings but kept mum on Italy’s plea to allow him to go back home. It is a setback for Italy. Mr. Girone will stay back in India until the jurisdiction of the case is decided,” a senior Home Ministry official said.

Mr. Latorre has been allowed to stay back home by the Supreme Court for medical reasons. The Ministry of External Affairs said India would abide by the tribunal’s decisions, including the present one on Provisional Measures. Its spokesperson, however, said the tribunal did not consider the two provisional measures sought by Italy to be appropriate as that would have pre-judged the merits of the case.

New Delhi: Salvatore Girone, one of the two Italian marines facing murder charges, is down with dengue here after which the Italian defence ministry dispatched two military doctors to India.

According to Italian news agency 'ANSA', the father of the marine said his son is ill with dengue, a mosquito-borne tropical viral disease that causes sudden fever, muscle and joint pain, and rashes. "Yes, Salvatore caught that infection," Michele Girone confirmed, adding, "He's a bit better now".

Girone and another Italian marine, Massimiliano Latorre, are facing charges of killing two Indian fishermen in 2012 off the Kerala coast.

Meanwhile, the Italian defence ministry said Girone's condition was not a cause for concern but it has dispatched two military doctors to India, where the marine's wife and children are soon to join him.

LOL Indians don't dare to even touch the Italian marines because Italy still rules Indian through Sonia Gandhi. Indians are frustrated with their cowardice but this is their nature. It cannot be changed.

New Delhi: The Supreme Court will on Monday hear the plea filed by an Italian marine under investigation for the killing of two fishermen, who was allowed to go home while international arbitration into the case goes on.


Massimiliano Latorre, who was one of the two marines arrested in 2012 on charges of killing the fishermen during an anti-piracy mission on an Italian oil tanker, has sought to extend his stay till July 2017.

The Apex Court had, earlier, ordered that Italian marines Massimiliano Latorre and Salvatore Girone, accused of killing two Indian fishermen, will continue to stay in Italy until the disposal of their pleas in the arbitration court.

A three-judge bench of the apex court, headed by Justice Anil R. Dave and justice Kurian Joseph and Justice Amitava Roy passed the order saying that the Union of India was directed to file a report to it each in three months interval regarding the status of proceedings in the arbitration court.

The apex court passed the order after hearing from all the respondents including the Kerala government, the marines and the representatives of the fishermen.

This development came after the Centre last week told the Supreme Court it has no objection on Italy`s fresh plea seeking modification of bail conditions of marine Massimiliano Latorre to enable him remain in that country till an international tribunal decided which country had the right to try his case.

According to the earlier order of the court, the relief granted to Latorre to stay in Italy expires on September 30, 2016.On September 8, 2016, Latorre had moved the Supreme Court seeking an extension of his stay in Italy till the end of his arbitration.

Latorre has expressed his desire to stay in Italy till international arbitration tribunal decides over which country has the right to try the case.

Latorre and Girone, who were on duty as security guards on-board Italian-flagged commercial oil tanker MV Enrica Lexie, were arrested by the Indian authorities on February 2012 after they shot dead the fishermen off the coast of Kerala.

Lattore is presently in Italy on medical grounds after he suffered heart stroke in 2014 and Girone, on the other hand, was also allowed to return on `humanitarian grounds` in May this year.

The case is presently pending in the Permanent Court of Arbitration in The Hague to adjudicate on whether India or Italy has the jurisdiction to extradite the accused marines after Italy approached on December 11, 2015 asking the tribunal to prescribe that "India shall take such measures as are necessary to relax the bail conditions on Sergeant Girone in order to enable him to return to Italy under the responsibility of the Italian authorities, pending the final determination of the Tribunal".

The Tribunal on April 29, 2016, ruled that Italy and India shall cooperate, including in proceedings before the Supreme Court of India, to achieve a relaxation of Girone`s bail conditions "to give effect to the concept of considerations of humanity", so that Girone, while remaining under the authority of the Supreme Court of India, may return to Italy during the ongoing arbitration.

However, differences emerged between two countries following the verdict as India claimed that the verdict upholds the Supreme Court`s Authority, while Italy believes that it vindicates their stand that India has no jurisdiction.

The Vice President said that Climate Change is a very important issue for the two countries and India ratified the Paris Agreement on 3rd October 2016. We have a renewable energy target of 175 Giga Watts by 2022, launched the International Solar Alliance initiative and are working on a road map for introducing all electric vehicles beginning 2030.

The Vice President said that many Italians take active interest in Indian culture, cuisine, music, dance, Yoga and Ayurveda. We will be happy to collaborate with Italy in enhancing the understanding of traditional systems of Indian medicines, he added.

Italy is India’s fifth largest trading partner in the E.U. with a bilateral trade of $8.79 billion in 2016-17, as per official figures.

Reviving bilateral ties, India and Italy on Monday agreed to coordinate efforts at the multilateral level to counter global terrorism.

Visiting Prime Minister Paolo Gentiloni described India as an “Asian superpower” and said Italy is in favour of a EU-India free trade agreement even as he inked six agreements with India, covering energy cooperation, diplomatic training, and railways.

Addressing a joint press conference with Prime Minister Narendra Modi, Mr. Gentiloni said Italy is keen to deepen cooperation in the strategic sectors and focused on cyber security and anti-terrorism as common areas of cooperation.

“India can play a big role in the global coalition against terrorism. Today all countries can face the same terrorist threat from groups that maybe different, but have a common link in the use of religious extremism for common goals. A multi religious country like India is itself a contribution to fighting terror. The very existence of a democracy with these characteristics is strategic,” Mr. Gentiloni said in a special address at the Observer Research Foundation (ORF).

Sources indicated that during the bilateral talks held at Hyderabad House, both sides expressed a desire to leave difficult issues like the one on the Italian marines behind and initiate steps that are in the interest of the larger relationship. In this direction, Italy also supported India’s quest to bring Pakistan-based terror masterminds Masood Azhar, Dawood Ibrahim and others to justice.

“The leaders agreed to strengthen cooperation to take decisive and concerted actions against Al Qaeda, ISIS (Da’esh) and their affiliates and all other UN designated globally proscribed terrorists and terror entities, including those mentioned in Para 8 of the 6th Oct 2017 India-EU Joint Statement on Cooperation in Combating Terrorism,” stated a joint statement issued at the end of the visit.

Officials said the statement was proof of Italy’s support to India’s concerns on terrorism as it targets Pakistan-based terror masterminds as mentioned in the India-EU statement.

The visit by an Italian PM, after a decade, marks the beginning of celebrations on the 70th anniversary of diplomatic ties.

Supporting greater trade ties, Mr. Modi said, “India and Italy are two large economies, and the respective strengths of our economies provide us ample opportunities to strengthen our commercial cooperation. There is a lot of potential for our bilateral trade of about $8.8 billion to grow much further.”

Mr. Gentiloni said Italy was “in favour” of the India-EU free trade agreement, which he said had been held back because some of the countries had “held national interests above trade.”

The statement is significant, as it was Italy itself that had held back on allowing India-EU negotiations on trade and investment until the return of the two Marines accused of killing Kerala fishermen in 2012. Relations between India and Italy had only begun to thaw after their return in May 2016. However, Mr. Gentiloni didn’t make any direct reference to the Marines issue in his speech or a pre-screened question and answer session organised by the ORF.

He said India’s role in promoting stability against threats across Asia was also important to Europe.

“India has a role in promoting stability in this region where European interests are directly involved. Not only are we threatened by the North Korean nuclear question, but across Asia. We have an opportunity because we have the main Asian players with strong leadership. Asian superpowers that are known democracies have strong leadership and that is right for stability,” he added.

External Affairs Minister Sushma Swaraj says the situation is being watched, and urges them not to panic

Against the backdrop of the attacks on Indian students in Milan, the External Affairs Ministry has urged citizens in Italy not to panic.

External Affairs Minister Sushma Swaraj has received a detailed report on the situation even as the students met Indian diplomats.

While assuring the Indian students of their safety, the Minister said she was overseeing the situation.

“I have got the detailed report [on the attacks in Milan]. Please do not worry. I am monitoring the situation personally,” Ms. Swaraj said in a social media message.

The Indian Students Association for Polimi (Politechnic University of Milan) said two incidents took place over the past few days in which a group of people beat up a student and snatched his mobile phone and another student was assaulted by a gang.

Following these incidents, the Consulate General of India (CGI) in Milan on Monday issued an advisory to Indian nationals and students urging them not to panic.

Advisory issued
“The Consulate has received reports of the unfortunate incidents of attacks on Indian students in Milan. All Indian students are urged not to panic. The Consulate is taking up this matter with the highest level of law and order authorities in Milan,” the Consulate said in the advisory posted on social media platforms.

However, G.V. Sandeep of the students’ association said the investigation needs to be completed and avoided describing the attacks as ‘racist’.

“Following the attacks, locals have reached out to us offering to help. Our community is widely appreciated in Milan; even the media in the city has enquired and extended all sorts of help to create awareness, so I want to state clearly that Italy remains safe for Indians and Indian students,” Mr. Sandeep said while explaining that the attacks were unlikely to be part of a racist plot.

‘Racist’ angle denied
Mr. Sandeep pointed out that the identity of the attackers was yet to be determined and they could also be outsiders or migrants. “Therefore we should not term the attacks as ‘racist’ as yet,” he said speaking on phone from Milan.

The India-Italy Technology Summit


The Prime Minister, Shri Narendra Modi, today, addressed the India-Italy Technology Summit at New Delhi. The Prime Minister of Italy,Mr. Giuseppe Conte, was also present on the occasion.

During the address, Prime Minister announced the launch of the next phase of the India-Italy Industrial Research and Development Cooperation program. He added that the program will enable our industry and research institutes to develop new products.

Talking about the importance of technology, Prime Minister said that India has made technology a medium forattaining social justice, empowerment, inclusionand transparency. He added that the government is using technology to ensure effective last mile delivery of services.

Prime Minister said that the government is emphasising on developing technological temperament along with scientific temperament among the citizens. In this context, Shri Modi mentioned about Atal Innovation Mission, Umang App and three lakh Common Service Centres spread across the country. He said that these technological solutions haveensured that government is brought to the doorsteps of the citizens.

Highlighting the Indian Space Program, Prime Minister said that it is an example of innovation with quality. He added that India is now able to send space satellites of many countries including Italy's and that it showcases India's capability of creating innovative solutions at low cost.

Prime Minister also expressed happiness in the enhanced cooperation between India and Italy in the field of Life Style Accessories Design (LAD). He added that special focus will be given forLeather sector and Transportation & Automobile Design (TAD).

इटली से यहाँ आए सभी अतिथियों का विशेष रूप से हार्दिक स्वागत है!

ये 24th(twenty Fourth) Tech Summit है। इससमिट में Partner Country के रूप में इटली की भागीदारी और साथ ही प्रधानमंत्री कोन्ते जी की गरिमामय उपस्थिति, ये हमारे लिए गौरव का विषय है।

यहां आने से पहले, अपनी आधिकारिक मुलाकात के दौरान प्रधानमंत्री श्री कोन्ते जी के साथ मेरी विस्तार से चर्चा हुई है। भारत के साथ संबंधों के प्रति उनका उत्साह और उनकी प्रतिबद्धता मैंने खुद अनुभव की है।

ये साल हमारे लिए इसलिए भी महत्वपूर्ण है क्योंकि येभारत और इटली के Diplomatic Relations का 70वां साल है। इसी सालScience and Technology के क्षेत्र में हमारे सहयोग को 40 वर्ष पूरे हो रहे हैं। इस शुभ अवसर पर प्रधानमंत्री कोन्ते जी की भारत यात्रा का एक अलग ही महत्व है।

ये वो समय है जब Technology के बिना जीवन की कल्पना करना मुश्किल है। आज करीब-करीब हर व्यक्ति का जीवन Technology से किसी ना किसी रूप में जुड़ा हुआ है। पिछले कुछ वर्षों में तो Technology के क्षेत्र में बहुत तेज़ी से परिवर्तन हुए हैं। इसकी रफ्तार इतनी तेज है कि एक टेक्नोलॉजी का प्रभाव समाज के आखिरी छोर तक पहुंच भी नहीं पाता कि उससे बेहतर टेक्नोलॉजी आ जाती है। ऐसे में सभी देशों के सामने बदलती हुई टेक्नोलॉजी के साथ चलने की चुनौती है, तो अनेक नए अवसर भी हैं।

भारत ने तो टेक्नोलॉजी को सामाजिक न्याय, सशक्तिकरण, समावेश, सक्षम सरकारी तंत्र और पारदर्शिता का माध्यम बनाया है। सरकारी सेवाओं की प्रभावी Last Mile Delivery को टेक्नोलॉजी के माध्यम से सुनिश्चित किया जा रहा है। विशेषतौर पर Digital Technology का एक व्यापक इंफ्रास्ट्रक्चर विकसित किया जा रहा है, ताकि सामान्य जन को और आसानी से सुविधाओं का लाभ मिल सके। Technology को हम Ease of Living का एक महत्वपूर्ण माध्यम मानते हैं।

आज दुनिया की सबसे बड़ी डायरेक्ट बेनिफिट स्कीम में से एक भारत में चल रही है। सरकारी मदद सीधे लाभार्थियों के बैंक खातों में पहुंचाई जा रही है। बर्थ सर्टिफिकेट से लेकर बुढ़ापे की पेंशन तक की अनेक सुविधाएं आज ऑनलाइन हैं। 300 से अधिक केंद्र और राज्य सरकार की सेवाओं को उमंग App के माध्यम से एक प्लेटफॉर्म पर लाया गया है।

डिजिटल पेमेंट आजकल करीब ढाई सौ करोड़ ट्रांजेक्शन प्रति माह की रफ्तार से बढ़ रहा है। देशभर में 3 लाख से अधिक कॉमन सर्विस सेंटर्स से गांव-गांव में ऑनलाइन सेवाएं दी जा रही हैं।

पिछले 4 वर्षों में भारत में एक जीबी डेटा की कीमत 90 प्रतिशत से ज्यादा तक कम हुई है। भारत में ये सस्ता डेटा, देश के हर व्यक्ति तक डिजिटल टेक्नोलॉजी को पहुंचाने का प्रभावी माध्यम बन रहा है।

भारत अब IT Software Power की अपनी पहचान को Next Level पर ले जाने के लिए आगे बढ़ रहा है।हम भारत में Scientific Temper से Technological Temperament विकसित करने पर जोर दे रहे हैं।

देशभर में अटल टिंकरिंग लैब के माध्यम से स्कूलों में Innovation के लिए, भविष्य की तकनीक के लिए Temperament विकसित किया जा रहा है। अटल Innovation Mission के माध्यम से देश भर में ऐसे युवाओं का नेटवर्क तैयार किया जा रहा है, जो चौथी औद्योगिक क्रांति का मज़बूत स्तंभ बनेंगे।

सरकार के इन तमाम प्रयासों का ही नतीजा है कि World Intellectual Property Orgnisation (WIPO) की Global Innovation Index की रैंकिंग में हम 21 स्थान ऊपर आ गए हैं। इसके अलावा आज दुनिया का दूसरा सबसे बड़ा Start-Up Ecosystem भारत में ही है।

भारत में जो Innovation हो रहे हैं उसमें Quality पर भी जोर दिया जा रहा है। भारत का स्पेस प्रोग्राम इसका बेहतरीन उदाहरण है और इसकी सफलता तो इटली ने भी महसूस की है।

आज भारत इटली समेत दुनिया के अनेक देशों के सैटलाइट बहुत कम खर्च पर अंतरिक्ष में भेज रहा है। ये सैटेलाइट टेक्नोलॉजी का लाभ घर-घर तक पहुंचाने में उपयोगी साबित हो रही हैं।

साथियों, आज जब दुनिया IndustryFour Point Zero की चर्चा कर रही है तब, भारत और इटली की प्राचीन सभ्यताओं के बीच Science और technology में सहयोगको मजबूत करने से नए तो अवसर बनेंगे ही, बल्कि चुनौतियों का सामना भी हम प्रभावी ढंग से कर पाएंगे।

आज भारत दुनिया की सबसे तेज़ी से बढ़ रही बड़ी अर्थव्यवस्थाओं में से एक है। भारत का विशाल Domestic Market, युवा जनसंख्या, Technology और Innovation का Ecosystem, साथ मिलकर दुनिया की ग्रोथ का एक ताकतवर इंजन सिद्ध होने वाला है।

वहीं विज्ञान और प्रोद्योगिकी में इटली के पास भी समृद्ध विरासत है। Manufacturing की दुनिया में इटली का नाम उत्तम क्वालिटी के लिए जाना जाता है। इसलिए, भारत और इटली साथ मिल कर High Quality Research में अपना सहयोग और अधिक मजबूत कर सकते हैं। इस सहयोग के माध्यम से हम वैश्विक चुनौतियों के समाधान के लिएसाझा Technological Solutions तैयार कर सकते हैं।

यही कारण है कि दोनों देशों के लोगों के जीवन को बेहतर बनाने, पर्यावरण को स्वच्छ बनाने, मानव कल्याण के लिए Science और Technology में सहयोग मजबूत करना पहले की तुलना में सर्वाधि‍क आवश्यक है। मुझे इस बात की खुशी है कि दोनों देशों का वैज्ञानिक समुदाय और Business Leaders मिल कर Research और Innovation के Cutting Edge क्षेत्रों में सहयोग कर रहे हैं। Renewable Energy, Environmental Science, Neuro Science, और IT से ले कर सांस्कृतिक विरासत के संरक्षण जैसे क्षेत्रों में हमारा व्यापक सहयोग है।

सहयोग के इस मार्ग को मजबूत करने के साथ ही हमारा लक्ष्य यह सुनिश्चित करना भी है कि Research and Development के परिणाम प्रयोगशालाओं तक ही सीमित न रहें, बल्कि इनका लाभ समाज, जनता तक भी पहुंचे।इसलिए ही मैं हमेशा कहता हूं कि "Science is Universal, Technology has to be local”.

भारत में हमने अपनी ऐतिहासिक विरासत के संरक्षण के लिए Science and Heritage Research Initiative, यानि SHRI (श्री), की शुरुआत की है। इसका उद्देश्य ऐतिहासिक स्मारकों के संरक्षण और Restoration के लिए Technology से जुड़े समाधान ढूंढना है। Technology, Tourism और History – तीनों का संगम इस पहल में दिखाई देता है।

मुझे विश्वास है कि Science, Technology और Innovation को बढ़ावा देकर विकास की नई गति सुनिश्चित होगी। हमारे द्विपक्षीय संबंधों के विकास में भी इनकी महत्वपूर्णभूमिका होगी। यही इस Tech Summit का उद्देश्य रहा है।

मुझे विश्वास है कि बीते दो दिनों के दौरान Summit में हुई चर्चाओं में से दोनों देशों के बीच Technology Transfer, Joint Ventures और Market Access को बढ़ाने में सहायता मिलेगी। यह Summit हमारे साझा भविष्य की चर्चा में महत्वपूर्ण भूमिका निभाएगी।

आज भारत-इटली द्विपक्षीय Industrial Research and Development Cooperation कार्यक्रम के अगले चरण की शुरूआत की घोषणा करते हुए मुझे बहुत ही खुशी हो रही है।इससे हमारे उद्योग और रिसर्च संस्थान बिना किसी बाधा के नए उत्पाद और Prototypes विकसित कर सकेंगे। “Know how”, को समय की मांग है“Show how”में परिवर्तित हो सके।

दोनों देशों में आर्थिक संबंध और मजबूत करने के लिए हम इस बात पर भी सहमत हुए हैं कि Joint Commission on Economic Cooperation (JCEC) के मार्गदर्शन में एक CEO फोरम का भी गठन हो। इसके साथ ही, दोनों देशों के बीच two-way investments को बढ़ाने के लिए, व्यापार करने में आ रही अड़चनों को भी दूर करने के लिए एक Fast Track Mechanism बनाने पर भी सहमति बनी है।

मुझे इस बात की भी प्रसन्नता है कि भारत और इटली, LAD यानि Life Style Accessories Design के क्षेत्र में सहयोग बढ़ाने पर सहमत हुए हैं। इसमें भी लेदर सेक्टर, Transportation & Automobile Design यानि TAD पर विशेष फोकस किया जाएगा।

साथ ही, मुझे ये बताते हुए भी प्रसन्नता हो रही है कि दोनों देश सांस्कृतिक विरासतों के संरक्षण, Renewable Energy, Life Sciences and Geo-hazards जैसे चुनिन्दा क्षेत्रों मेंकौशल पर आधारित Indo-Italian Centres of Excellence की स्थापना करेंगे। इनसे न सिर्फ उच्च श्रेणी के विश्वविद्यालय, अनुसंधान संस्थान और उद्योगआपस में जुड़ेंगे, बल्कि हमारे सामने आरही चुनौतियों का तकनीकी समाधान भी निकाला जा सकेगा।
