They live in terrain where tanks or even APCs cant be used. They live in deep forest/hills. Also neither govt nor army is keen to use excessive force against them, because they have morally legitimate grievances.(Also because they belong to weak and poor communities). Also many thinkers/writers/poets/intelligentsia completely opposed to such an act.
Using heavy weapon will make too much collateral damage.
Another reason why govt never bothered to take them on is, they were never considered important enough, compared to kashmir/North East issues.

It is a guerella warfare by disadvantaged people(who are now disillusioned). Not a civil war. People from that part of country have legitimate grievances, and using air force or other superior firepower is not the solution.

It can only be solved by armed police of respective states with help from center.(And providing basic govt facilities to the people)
