Manipur polls: 30per cent votescast in three hours

Manipur never passed resolution to lift AFSPA I believe, Ibobi promised to lift the act altogether if he is elected again , which the oppsosition coaltion also promised to do..only time will tell and centers intervention is also needed..

Bythe way state reprted 82 % turnout , unfotunately militants disrupted polling in one interior area resulting in death of One CRPF jawan and three Village Volunteer Force personnel

From what I understand AFSPA is not removed bcs the local politicians does not want it to be lifted in the first place. They are actually playing a double game of saying one thing in public and doing another thing in private (whats new, isn't it). The local politicians does not have enough confidence in the police to fight the terrorists and wants central security agencies to do the dirty job and at the same time uses them as scape goats if something goes wrong.

for the record now afspa is removed from some municipality area within capital Imphal

hmm you are correct.. but blaming the politicians is also not correct .. Manipur is fighting for its unity .. years of violence between different ethnic groups have completely destroyed the state. Previous govts used AFSPA to maintain peace and to prevent manipur from breaking up.. The major culprit NSCN IM is in cease fire mode and these time even backed naga candidates in assembly election.If they gain majority seats in assembly , it would be major victory for naga community and would further strengthen their claim for unified Nagaland (which even GOI doesnot want) ...AFSPA as such holds no value anymore and should be withdrawn rather diplomacy and some very careful measure would be more helpful its place..

But did Manipur Assembly ever passed a resolution demanding the removal of AFSPA act from the state.

doesn't matter even if they did . they do not have the right to remove AFSPA . only the home ministry can do so .

I am both happy and sad.....it is truly inspiring to see such a turnout in a state which is affected by so many problems!..Heck even is states like Gujarat and Maharashtra the poll rates are 50-60 %! This really shows the amt of expectations they have from our democratic systems..I have herd ab't the blockades ..and i have herd abt em wayy too many times....life there is pretty tuff ...id dare to say hellish compared to our's in unneglected states. I see that there is pathetic little being done to correct that!.I want to see that state do well as much as any other.This a chance we have ...lets hope that the politicians don't let us down.

Yes, but such a resolution will put pressure on Central Govt to lift AFSPA.

Insurgency and terror threat still people of 82% Manipur come out to vote on election day. Suck it Mumbai you guys nowhere near, Manipuris when it comes having faith in democracy.

There is a saying in Malayalam which roughly translated to English means..You will not value your eye until you lose it. In Kerala also, election day is treated by the so called elites (educated upwardly mobile people) and youngsters as a vacation day and then release their frustration about bad governance on Facebook & Orkut.

i think Manipur and other insurgency hit areas need a new Disturbed Areas act which allow usage of military force only in the districts which have militant activity whereas the now peaceful districts be demilitarized developed and integrated into modern society,

the new disturbed areas act should come with COIN forces having the ability to conduct Search and destroy op's routinely in insurgency hit areas. this should also be implemented in West Kashmir and the Naxalite hit areas.
