You dont tell..she is not your subordinate! You seek permission! THAT is justice!
Informing her is necessary and then she can decide whether she wants to continue living with him or take khula / divorce in case she can't tolerate. Also if he is not fulfilling her needs, she can contact the court for her rights.

I don't think it's injustice not to seek permission but it is illegal and fraudulent of someone to keep wives in the dark

LAHORE: A judicial magistrate in Cantonment Courts has sentenced a man to three-month jail and imposed a fine of Rs5,000 on him for contracting second marriage without mandatory permission of first wife.

Rabia Younas filed a complaint through a counsel pleading that her husband Shoaib Zahid contracted second marriage without obtaining her consent required under section 6 of Muslim Family Law Ordinance 1961. The counsel asked the court to punish the man under the law for committing a crime. He also produced witnesses and documentary evidence to prove the offence of the respondent.

The magistrate, Kashif Abbas, observed that verbal and documentary evidence presented by the complainant established the offence the respondent committed. Therefore, the magistrate handed down three-month imprisonment to the respondent and Rs5,000 fine.

It is literal injustice not to tell the 1st wife...

Allah says in the Holy Quran Chapter 4 Surah Nisaa verse 3:

And if you be apprehensive that you will not be able to do justice to the orphans, you may marry two, or three, or four women whom you choose. But if you apprehend that you might not be able to do justice to them, then marry only one wife;
shukar hai someone quoted this Surah
otherwise people were crying over the imprisonment.

You can't. As far as I know Pakistanis can't migrate like that. Also a lot of their laws are basically laws they have adopted from Pakistan like their entire penal and civil code so don't be surprised if their family laws are the same. Their family court law is the same.

It won't work. :p :p You are a Pakistani and can't escape that law. Irrespective since article 1 (2) states that "it applies to whole of pakistan and to all Muslim citizens of Pakistan wherever they may be. Whether she is from azad Kashmir or Afghanistan you would need your nikahnama to be the Pakistani one where a Pakistani nikah registrar will sign it. :p :p
