No, permission is not required but should inform her. It is good though if it is done through mutual agreement and both reach an agreement like how to share time, money, home etc

I'm talking about Islamic law, Quran has given an explicit permission to men to marry up to four and there is no condition except he has to be just and provide for all of them.

Ab bohot sakhti hogaye hai. The nikah registrar won't register without first confirming the permission so you got two options. You either lie which is an offence in itself or you pay the nikah registrar a lot more money... :p :p

Totally agree on informing part.. In fact, I think the first wife should also meet prospective co-wife and she has the right to get a separate accommodation.
