Even Without a Coup, the Military Has Already Won in Pakistan

Nuclear-armed Pakistan is once again mired in a domestic political crisis. Protesters calling for the resignation of Prime Minister Nawaz Sharif have paralyzed the capital, Islamabad, for the last several days. Their threats of violence have raised the specter of yet another military intervention in a country that has been ruled by the military for long periods of time.

"It is unlikely that Pakistan will evolve into a fully functioning democracy, with full civilian control over the military, anytime soon."

Whatever the outcome of the current imbroglio, it is unlikely that Pakistan will evolve into a fully functioning democracy, with full civilian control over the military, anytime soon.

Sharif was elected barely 15 months ago amid optimism about economic reform and peace with India. His election marked the first transfer of power in Pakistan's history from one civilian to another. But the prime minister squandered some of his political capital by opting to govern through a small coterie of family friends and relatives. His daughter's father-in-law is finance minister while Sharif's brother is chief minister of the largest province, Punjab.

But the challenge to Sharif's survival came as a direct result of his attempt to wrest control of foreign and national security policies from Pakistan's all-powerful army. He spoke of normal trade relations with India, without insisting on resolving the Kashmir dispute first, and argued that Pakistan's interests are better served by staying out of Afghanistan's internal matters.

The policies proposed by Sharif in relation to India and Afghanistan were sensible, but he may have acted in haste and without adequate preparation. The Pakistani military treats civilian initiatives for peace with India as treason and is not willing to revise its policy of seeking Afghan proxies, like the Taliban and the Haqqani network.

The generals are also unhappy about Sharif's decision to put former dictator General Pervez Musharraf on trial for treason.

Cricketer-turned-politician, Imran Khan, and Canada-based cleric Tahir-ul-Qadri were ostensibly encouraged by the military to announce their recent protest campaign, with help from pro-ISI (Inter-Services Intelligence agency) television news channels. Khan's close associate, Javed Hashmi, has now broken ranks with him to speak publicly of secret contacts between Khan and operatives of the ubiquitous ISI.

Most Pakistanis are not surprised by allegations of collusion between the political opposition and some elements within the army. The Pakistani military sees itself as the country's ultimate guardian and does not agree with the need to submit itself to the decisions of, or scrutiny by, elected civilians.

Sharif's civilian predecessor, Asif Ali Zardari, faced down similar machinations with greater skill. Zardari completed his 5-year term as president through compromise, including the willingness to change prime ministers when the judiciary, acting on the military's behest, demanded so.

Both Sharif and Khan have a reputation for stubbornness. The sit-in outside parliament by Khan's hardcore followers, joined by devotees of Qadri, the cleric, provided the perfect setting for a military-brokered settlement.

A similar deadlock with the opposition had resulted in Sharif's resignation in 1993, ending his first term as prime minister prematurely. In 1999, Sharif refused to resign during his second term, resulting in the military coup that brought Musharraf to power.

This time, the prime minister seems reconciled to a protracted battle. He wants to affirm the principles that an elected leader must only be removed from office through another election and that the military must be subservient to the constitutionally established civilian government.

Unfortunately, the realities of Pakistan's politics are too complex to help Sharif uphold what would otherwise seem to be eminently reasonable standards. Khan and Qadri are tapping into discontent within Pakistan's middle class with dynastic leadership and old-school patronage politics. Pakistan's boisterous media, comprising 20-odd 24-hour television news channels, help put out rumors, incite violence and feed religious and ethnic prejudices, making governance difficult.

Many Pakistanis are torn between their support for democracy and civilian control of the military, on the one hand, and their desire for social and political reform, on the other. Just as Sharif is the flawed advocate of democracy, Khan and Qadri's calls for reform have been tainted by their covert ties with the military and its intelligence arms.

In a perfect world, Sharif would open his government to the idea of reform; the Pakistani military would realize that its meddling has not made Pakistan stable; and Khan and Qadri would reach out to the Pakistani people for their votes at the next election instead of trying to pack off another elected parliament way before its term. But Pakistanis live very far from a perfect world.

For now, it seems that Pakistan's generals have already succeeded in clipping Sharif's wings. He will most likely allow Musharraf to proceed abroad and will be too weak to try and assert himself in mending fences with India or Afghanistan.

Meanwhile, Pakistan's economy continues to slide. Almost one-third of its school-going age children remain out of school, and the world continues to see the country as an incubator of Islamist extremism.

Any prospect of coherent Pakistani military action against Jihadi terrorists ensconced in the country's northwest region bordering Afghanistan has also been a major casualty of the anti-Sharif protests.

Why IK spread lies about Pak army when he talked about "Umpire ungly kharri ker day ga"

Who encouraged him to make such foolish statements that do HUGE disservice to professionals like Gen Raheel Shareef.

oh please, you have to use force sometime, the model town was just an example, after that PTI and PAT turned Islamabad into a war Zone, attacked PTV, attacked an SSP, and our police is hesitating in even using tear gas?

It was failure of Police who ran away but people peacefully left the PTV building when army announced them to leave it :D BTW i feel sorry for the SSP but it was his mistake to choose this appointment he should have rejected the offer like other SP's DSP's lol he should have focused on traffic police as he was their SSP :P

So sad and really a sad state that we turn a blind eye over his majesty clearly uttering filth about army in the parliament. Instead, we keep blabbering about umpire's finger which was phenominally used and dragging army into it is just an obsessive compulsion of some.

Geo employees will now stage a protest against ISI. Apparently ISI has been blocking Geo in certain parts of a country.

ARY did a little show about Geo's "anti-Islam" motives. Their allegations are pretty plausible, it's not beyond the USA's reach to start an "education campaign" to reduce "extremism".

The Army and ISI are the reason Pakistan still exists, if it wasn't for them the corrupt politicians would have broken it apart and sold it till now.

Ever since PTI came in the political scene we hear more about army here and army there, before that not so much. Even during the Dharna IK kept gloating about meeting Army chief then arranging a meeting with TUQ and going back to meet him again. What was the purpose behind these meetings why IK who is not even the leader of opposition meeting army chief.

Related to this thread: I saw an interview of Najam Sethi with H. Mir yesterday. Some key points:
1) The conspiracy was hatched in London in May 2014; even JH says that IK did meet TuQ (in London?) then.
2) NS's policies on India and Musharraf among other differences alienated a section of the military. A decision was made to teach NS a lesson after Geo/Hamid Mir incidence.
3) Initial plan was to threaten NS enough to back off. But the Model Town incidence provided opportunity to go for the throat.
4) The military is '90%' neutral though there are some anti-NS elements in play. COAS is neutral.
5) The marchers handlers were upset over the low turn out and kept pressing for more people to join.
6) Before the marches, '70%' media was pro IK; now '80%' against IK
7) The ISPR statements should have been better because they ended up encouraging the mob to not back off from the parliament/pm buildings.
8) Both IK and TuQ want a 'face saving' way out desperately.
9) IK should accept the 5 points (out of the 6 six demands--no question of NS resign).
10) If #9 not accepted, then Parliament pass a Resolution for Army to vacate the Red Zone; Army will have to comply. Mere sight of two trucks enough to vacate.
11) If #9 is followed then IK still has a chance for a huge victory if rigging is proved.

Anyway, these are the key points I recall from the interview; I dont have good internet right now but maybe some one else can post the video?

This might be true but nothing can be said as complete evidence until NS openly dragged army to facilitate and then openly denied it in parliament and then ISPR stated him liar which is a clear evidence that he is responsible for this mess.

Mushahid Hussain's speech was much better as he asserted on the parlimentarians to deliver if they were so sincere with counterfeit democracy but I did not hear the sound of a single desk(which assures that the parlimentarians intend to loot instead of delivery). Such kind of parliment who loot in the name of so called democracy and have countless contradictions in their words and actions that is vigouresly hindering Pakistan's progress should be whiped out of the face of the Earth as it was already predicted by ALLAMA IQBAL in Iblees ki Majlis e Shura:

NS is the chief executive, he can meet with any institutional chief and grant him any role he wishes. When you spread rumors on ARY News about this and ISPR denies it then you can call NS lier. The day will come when Pakistanis start using their brain instead of news channels!

the only pro IK channels are geo and one or two small timers.....rest are all pro-IK. samaa was kind of 50/50 but slightly more pro-NS. But after their team got beat up on sunday, even they are now anti-NS.

No, things will get better when Pakistanis stop loosing emotions and act rationally while making point. Sure he can do but granting role to the army and then his lies just show how impotent he is in his acts. Everything else is just Jew News viewers manipulations.

the word "Lies" depends on if you believe if Kashif Abbas or Mubashir Luqman getting text about NS's lies and even Imran's lies and wihtout any investigation they give breaking news, these news channels are the worst that happened to Pakistan since its independence, they do nothing but spread rumors, rumors about NS, about Zardari about IK and list goes on....the gullible Pakistanis believe everything thats said on TV

What I see in the viewpoints of government dumb supporters is what exactly being spread over Jew news and nothing new! I, however, do watch Jew channel just not to be ill-informed of their tactics. Take care!
