KUALA LUMPUR: The Malaysian Armed Forces (ATM) and Japan will work collaboratively to share information and expertise in managing humanitarian assistance/disaster relief (HADR) operations.

Armed Forces chief Gen Tan Sri Dr Zulkifeli Mohd Zin said the cooperation and information sharing efforts would be through training programmes to be conducted for ATM members at the Malaysian Peacekeeping Centre (MPC) in Port Dickson beginning next year.

"I have met up with my Japanese counterpart to discuss on this, and after these training programmes, ATM will be able to assist other local and foreign agencies to be ready for all future eventualities," he told reporters after a ceremony to hand over 2016 official calendars at Wisma Perwira here, today.

Also present were Royal Malaysian Navy chief, Admiral Datuk Seri Ahmad Kamarulzaman Ahmad Badaruddin and Royal Malaysian Air Force chief, Gen Tan Sri Roslan Saad.

Commenting on Deputy Prime Minister, Datuk Seri Dr Ahmad Zahid Hamidi's proposal to increase assets and equipment in Eastern Sabah Security Command (ESSCom) areas, he said it was the right move in an effort to strengthen national security. "I welcome the proposal to improve security in ESSCom areas and the additional assets such as drones and unmanned aerial vehicles (UAVs) will allow wider land and sea coverage," he added.

Japan Chair Platform: Operation Tomodachi in Miyagi Prefecture: Success and Homework

  • On March 11, 2011, at 2:46 p.m., a 9.0-magnitude earthquake struck off the east coast of Miyagi Prefecture and generated a tsunami that advanced more than three miles inland from the seashore. The tsunami damaged 500 miles of seashore on the east coast of Honshu, and as of early December, 15,841 people died, 3,493 are still missing, and 353,676 houses were completely or partially destroyed.1 The total damage is estimated at more than 20 trillion yen ($256 billion dollars).

    President Barack Obama of the United States spoke to Prime Minister Naoto Kan of Japan by phone on March 11 and offered to provide whatever assistance Japan needed. Gen. Ryoichi Oriki, chief of staff of the Joint Staff, Japan Self-Defense Forces (JSDF), called Lt. Gen. Burton Field, commander of U.S. Forces Japan (USFJ) and the 5th Air Force, on the evening of March 11 to request cooperation and support. The U.S. Joint Support Force was soon established at Yokota Base under the command of Adm. Patrick Walsh, U.S. Pacific Fleet commander, and “Operation Tomodachi” (friend in Japanese) was launched by the order of U.S. Pacific Command (USPACOM). The JSDF and USFJ/USPACOM2 have had a long history of joint exercises since the late 1970s, but Operation Tomodachi was the first “joint operation in the field.” Operation Tomodachi became “the single largest humanitarian relief effort in American history”3 : 24,538 personnel; 24 ships, including two aircraft carriers, the USS Ronald Reagan and USS George Washington; 189 aircraft; and 122 vehicles participated in the operation. 4 This operation was remarkably successful but also yielded lessons for alliance cooperation and Japan’s crisis management.+
