They are not blaming Iranian government. They are saying both sides need to work together. If there was any truth to Iranian government complicity the last thing PM IK should be doing is going to Iran. Instead COAS Bajwa [most of those killed are military] should have mobilized entire battle group including armoured elements to the Iranian border to threaten Iran with PN and PAF carrying out strikes into Iran.
