Making Smaller Provinces Intellectually

It would be ideal to convert 35 Divisions into 10 to 15 province.

1) North Punjab province
2) South Punjab province
3) North Sindh province
4) South Sindh province
5) Karachi-lesbela province
6) Makran province
7) North Balochistan
8) South Balochistan
9) East KPK province
10) West KPK province
11) GB province

It would be better to dissolve the whole provincial system the provincial has one of the greatest flaw -it breed regionalism in Pakistan .someone is a Punjabi, balochi,sindhi,pukhtoon etc
I think the provincial system should be completely dissolved with the powers distributed between districts and fedral ..

With baldayati system, provincial role will be further reduced.
Let’s assume that I agree with you, how will you govern these districts? What will be the government structure for federal and districts?

I would pretty much try to introduce a system where baldiyati system is independent from provincial influence .where education,forestry, healthcare etc are all taken care of the federal government, while services such as sanitation, local road networks, city/town/village planning and maintenance etc..
But the important thing is that the services given to federal should also have input from such district level governence so that conditions from ground zero and their needs can be identified ....
Baldiyati system is a perfect example of civil society which can greatly empower communities to tend to their needs.

In current setup province needs to be big size wise and population wise. It will be ridiculous to give province of few districts same rights as other provinces.

Here is what I take from your post. We agree that baldiyati system should be implemented in Pakistan and this is the best way to decentralize the power.
You have broken down the power/responsibility between Federal and Local system.
Federal Government will be responsible for commerce, Finance, Energy, education, forestry, Labor, healthcare, Transportation, security, defence, etc.
Local governments will be responsible for sanitation, local road networks, city/town/village planning and maintenance etc.

What role does district government play? and what is their responsibility? How is district government is setup? Will district have a assembly and ministries?
Will there be members of Districts assembly?
Does the districts relay on Pakistan administrative Services (PAS)

After FATA merger, KPK can be divided into North KPK and South KPK (or can be given a different name).

PPP is fighting mode with federal government. PPP does not want the transfer the power down to baldiyati system (local body). THey are also concerned about giving citizenship to Bengalis and Afghanis living in Karachi.

Governor Taj is an option for IK to bring real change in Sindh, but he will have to exhaust all other options before going to that route.

no one is giving citizenship to afghans or bengalies. they are just being given cards to register them,

There has been a constant talk about making smaller provinces based on administrative needs rather than ethnic basis. Following has to be considered:


Ignoring wants of the concerned people: Just drawing lines on sand/soil based on Longitude and Latitude without considering Cultures, Wants and Aspirations of the people, (just because someone in the office who is not representing them and decide while drinking tea that it is a smart Idea) is bound to fail. These are the mistakes that British and other colonizers made (intentionally or unintentionally) and many people including Pakistan is suffering because of that.. Kashmir is struggling for independence for Religion, which has nothing to do with "administration", similarly, Kurdistan was divide overlooking the ethnicity of the people, Turks, Arabs, and Irainies are still trying to manage it.. not to mention the suffering of Kurds, themselves.


Rebutting a misconception: Be aware that yes Afghanistan has more than 30 provinces, but those provinces are as big as our districts, so if we are so impressed by them lets do away with provinces altogether and lets call districts provinces, we will have more provinces than Afghanistan.

In India provinces have been made on linguistic basis and all the major languages have official status and are strongly supported by the government. This is a practice that happens in most developed countries where languages of the provinces get official status and are supported by the government. Uthar Pardesh has more population than pakistan, Urdu is one of the official language there, just like Kashmiri in India Occupied Kashmir.

If size is the issue, California, Texas, Alaska, etc are as big as Pakistan, similar examples can be seen in the rest of the world.

Regional Languages: Pakistan doesn't allocate much resources to regional languages and they fail to understand that language is the primary source of transmision of culture. If we include one punjabi district in Saraiki province 50 years from now that district will be saraiki, for sure. So we cannt favor one language over the other.


Elephant in the room: Whether we agree with or not the reality is that South Punjab province is the call of Saraiki people, similarity hindkowans want there own province, Urdu speaking wants south sindh etc etc... BUT IN MY OPINION there is nothing wrong with that and establishment should no be insecured i.e. no one is asking for separate country. And considering Pakistan is a federation all the stakeholders should be taken on board.

Takeaways:

a) South punjab provinces should only include Saraiki speaking areas and areas such as Okara, Jhang, Sargodha which are punjabi should not be included in south punjab province, as this will start more problems.

b) Local Languages have to be supported by the government and should be made official.

c) Also if Saraiki provinces is created similar to Saraikis in Punjab, more than 10 districts in Baluchistan are Pashto speaking, which may ask for their own province.

d) Local districts should be given a choice on whether they want to be a part of new province, to address the want of the people at the grass root level.

Making new province is easy task , but how those provinces will finance themselves . Some of the province with economic hub will see prosperity , but those who dry desert, what they will do. First make feasible plan to feed the new born baby.

Kill corruption and bring competent people you will win half of the battle.

I wish..... and we all wish for it. But , not in Pakistan ...

When every system in our country is working against the interest of Pakistan. country is corrupt and Corrupt mafia and their supporters are in every institution. They will never allow any real change to come in Pakistan.
IMHO, Democracy will never work in Pakistan because it does not have power to bring the real change. It can only bring cosmetic changes. We need real change and it has to come with force. We have 200 years old laws and cases are dragging for months and years. We need better laws to protect the interest of Pakistan. We need more court and faster judgement time. More planned urban centers with local body system. Better transportation with buses and faster train for city to city travel, and monorail for within the city travel.
