There have been many Indian members that pose as Pakistani members. There have been Indian members in the past who created multiple IDs, & put up explicit/pornographic images. And were subsequently banned. Ask Divya, she'd remember.

So what if he is a Pakistani. He might have visited any Indian forum or web site and might be frustrated over Pakistan and Islam bashing there.

Indian state does not interfere in religion as it is matter of personal faith. We are not a godless country like china. Infact my constitution protects the religion of every adherant.

Secondly, India has a center/federal government, & also by state. Like the US. The states are allowed to do what they please. The constitution of India however, the Preamble to the Constitution of India declares that India is a secular country, as per the Forty Second Amendment in 1976.

The 1911 revolution was one of the most important events in Chinese history. No Chinese person would make a mockery of it like that.
A quick Fix- India has a Quasi-federal type of governance. Both Central and State have the power to Make/Amend laws. The areas are defined under the Lists.
Part 11 of Indian Constitution defines the Power distribution between Center and State. The powers are divided into 3 Lists- Union List , State List and Concurrent List..
