I don't think there is a 'coin' in this- both sides have done the same thing for ages. But fact is that previously Pranab maintained an open channel and good relations with the likes of Advani so in some cases of national interest despite differences they would compromise and pass legislation. Under Modi's era of vendetta politics no such thing is possible.


Not true actually, the BJP's behaviour in the last two terms have been pretty outrageous. Jaitley himself said obstructing parliamentary functioning is a valid parliamentary tactic. Now the boot is on the other foot & they are whining. On the nuclear deal, on economic reforms, the BJP blocked not because they fundamentally disagreed but out of sheer cussedness to prevent any "wins" for the UPA, national interest be damned. Can't really complain now.

The Congress wants to put Modi down at any cost even if it affects the development agenda for the country.

In fact its a conspiracy. They don't want Modi to succeed as that would hurt them at the hustings.

Modi has to be stalled and embarrassed at any cost. For them, the country's progress be damned .

That is no excuse our polity has always been like this and will continue to be so in future . Its upto them to make consensus or break opposition unity and get reforms passed else they are no different

Indeed but i don't think BJP can afford to backtrack on LAB now , they've put too much at stake on this piece of legislation akin to what MMS did for 123 nuke agreement with US

That is correct but could have gone for the GST first which is less contentious & only gone for this bill after getting others out of the way while continuing to undermine it by using state governments to change the law.

The problem here is that when you want to develop an industrial corridor which will pass through various states then this notion of let states come up with their own legislation will create mess...What you need is uniformity and clear exceptions that states be allowed to have...no??

Better to be careful where you spend all your political capital, I agree with the amended land bill, I just happen to also agree with Arun Shourie who pointed out the government has got itself into a rut here. Regardless of what you think, the government's image has been tarnished & all other bills are being held up too. Industrial corridors are all a very good idea but will only work if states play ball. So why not get the states that are interested to pick up the ball themselves? Other states will have no options but to follow.

Haryana, Punjab, Rajasthan, Gujarat, Maharashtra....... a corridor right there. Would have made other states to have a rethink rather than do what they are doing now, playing party politics....

GST is the big deal, get it passed now & the economy will get a big boost from the next year. The land bill will make a difference but not immediately. Delaying GST will only force postponing the roll out & since it;s a constitutional amendment, more cooperation is required for it to pass. Vitiating the atmosphere doesn't help.

Isn't that that being too federal in nature and against the constitution. If so, can it be implemented without changing the constitution ?

No, land is a state subject and it would have made sense for the government to say that it would allow states to make their laws & would not oppose it. The government did the same with Rajastan on labour laws though inexplicable it opposed the Madhya Pradesh law which was even more bold.

"But as you were mentioning...not just labour reforms... other things are required. And my suggestion including on land is that leave it to the states. Land is a state subject. Why are you getting into controversies in Delhi? So I have suggested earlier on also that under Article 254 (2) what you should do is make a general announcement that on these items which are on the concurrent list when a state government passes a law which makes us as competitive like southeast Asian countries, we will automatically approve it. "

Like?? If i am not wrong apart from landbill they manage to clear lot of contentious bills and were actually praised for how they manage to divide opposition....

As already said....for investors to come you need to provide a uniformity on bills...we know what has happened to multi brand retail....You can't say come to Haryana right now and in the meantime UP will follow course...why?? because investors knows that politicians will bring the state to verge of bankruptcy however will not go against their vote banks...Imagine if govt. manage to pass land bill how difficult it would be for congress ruled states not to veto out the 5 exceptions BJP wants to bring in??

Two disagreements above. Firstly there is no vitiating the atmosphere...Let's not be naive...Opposition has got veto in Rajya sabha and they are going to use it irrespective of what the atmosphere is....BJP brought in the bill however the way opposition behaved(which is expected) they simply brought in ordinance...why?? because they very well know that if they don't kick in land acquisition reforms now, they might not be able to generate enough jobs by end of their tenure...

GST is for sure bring in the boost, however LAB is very important from the perspective of industrialization and job creation...and as you said it will take time before effects can be seen...which is actually what make is imperative for the govt. to bring it immediately or risk loosing political capital without compensating the loss by taking benefits from giving jobs to people...

Uniformity is neither necessary nor real. Karnataka & West Bengal don't have the same policies on industrialization, investors vote with their feet. If the labour rules or land acquisition rules are more beneficial in an state, that is the state that will garner the investment. Except for some national infrastructure projects, pretty much all use is local.

While both methods work, the argument is about what is preferable at this point in time. On labour the BJP is following this route, it could have done similarly for land too.
