Why do pakistanis jump up and about when something happens in India; events which are not even state instituted or enforced stringently like China does?

Because Pakistan was created for the Muslims of the subcontinent. Hence Pakistan will raise voice for the Bihari Muslims in Bangladesh, non ahmadiyya Muslims of India, Muslims of SriLanka and Pushtuns of Afghanistan. If need be, Pakistan will accept each and every individual of these people into Pakistan as Pakistan citizens. Baluchistan is sparely populated and all these people can easily be accommodated. China and Myanmar are not part of the subcontinent hence it does matter what policies China makes. This is the same reason why Pakistan does not care about Rohingyas and has no problem selling JF-17 to Myanmar to be used against them.
