Lol. How come a new guy come in and make the "fishy" change you are expecting soon? Indian democracy doesn't revolve around Pakistan. As far as I am concerned, India is not at war right now. It's normal flow. Just cos Pakistan army plays it's game in Pakistan, it might be hard for you folks to believe it's not the same here.
Moreover, things are highly hierarchical and compartmentalized. The new chief will take some time to actually understand the current status of IA. It's not next week, "OK. PAKISTAN IS IN TURMOIL. LETS GO TO WAR". India doesn't work that way, and with Covid recovery and stuff it's a bad time for war.
