ISLAMABAD: The Senate Standing Committee on Industries and Production on Wednesday was informed that the Ministry of Industries and Production has tabled a long-overdue automobile policy to the Economic Coordination Committee (ECC) of the Cabinet for formal approval.

“Under the new policy, the auto manufacturers in the country would be required to meet international standards of safety including introducing airbags and anti-locking braking system (ABS) even in 800cc vehicles,” Secretary Ministry of Industries and Production Muhammad Arif Azeem informed the committee.

He further said that currently, car manufacturers had no restrictions over safety measures, but would be bound to meet minimum international measures after the policy is approved. Regarding the Ramazan package at utility stores, the secretary informed the meeting that the government provided a subsidy of Rs1.328 billion.

The meeting, held under the chairmanship of Senator Hidayatullah, questioned the quality of the commodities and urged the ministry to further improve items.

Additionally, the committee recommended promoting and expanding the network of Small and Medium Enterprises Development Authority (Smeda) to boost business activities for more job creation.

Smeda’s acting CEO said the organisation had very limited resources with a total annual budget of only $92 million.

Comparatively, he said, in Japan, a similar organisation had a total annual budget of $10 billion.

“Pakistan has immense potential in various fields but due to lack of resources, policies and commitment, huge chunk of the resources go to waste,” Senator Taj Haider said.

If Smeda is given more resources, it could help encouraging private entrepreneurship to exploit the potential of the country.

This will make the 1986 model Mehran with 1978 800cc engine around Rs 1.0 million. We need complete overhaul of auto policy. If govt adds conditions, the auto cartel will only increase price and give you crap quality.

Finally, I hope the bill is passed through and under no circumstances I am underestimating the local assembler cartel. Many times in the past they effectively blocked any move to update or liberalize the national auto policy.

Its a good news that all cars will have ABS and other safety features, and I hope the government also enforces the emission standards as well.

I dont know when will the government also look into 2 wheelers, as it seems they are completely over looked. We need more diversity there as well.

A couple of days ago, on a separate thread, I posted a link which talked about German auto makers (Volvo or Volkswagen I think), along with other foreign car makers from the US were interested in producing cars in Pakistan. One of the member asked a Japanese forum member about why their Japanese cars being made in Pakistan were so obsolete from a look, design and feature's standpoint.

I responded to that Pakistani gentlemen that don't ask the Japanese, ask your military leaders who've ruled the country for over 50 years. These guys are warriors, not policy makers. They've let the Suzuki'e and Toyota's of the world get away by making insane amounts of profit, using a 30 year old car design base.

And I said that the elected governments (democratic ones) will put in policies that foreign auto-makers will have to adhere to, to bring about more modern designs and features to the market. Well, I wasn't too far off, it just took a couple of days and here's the response on the policy

Good job by the current government, the foreign car makers need to introduce the same nice designs and technology they are selling elsewhere. If they don't come up to the year 2015 in terms of vehicle engineering, design and manufacturing in Pakistan, Pakistani policies should bring in auto-makers who will introduce current year's auto engineering inside Pakistan.

By raising these standards, beauty and features of cars, and providing better car for Pakistani public's money, will also result in providing more safety to the driver and passengers. Additionally, this will eventually help the Pakistani engineers working in auto sector to gain knowledge about the current technology and standards in car manufacturing.

It is ALL coming, Volkswagen, Fiat, Ford, Volvo, ALL are anxious to get into the Pakistani market. Check this one article out. I posted it before on a different thread too. This is the beauty of a democratically elected government. They build policies and force countries like Japan (much larger economy and a huge world influence) to produce quality cars inside Pakistan or get ready to lose their share of the market. All said through policies and nicely, without ticking someone off. Beauty of a democratic system.

In the next a couple of years, when the Pakistani public sees WAY more modern cars on the streets of Pakistan driven by the middle-class due to those cars being affordable (similar to Toyota and Suzuki), the people can thank the current government for addressing this issue too.

pakistan simply doesn't have the industrial base needed nor the market size to produce cars at a scale big enough to sell them cheap.

If you're not good at something, let someone else do it. Duties should be removed completely. Let the imports come in and compete.

the people who can afford to pay for new and improved cars already import the good cars with some influence (and the influence gets them the customs waived). The guys who cannot afford are stuck with your old cars without any incentive for an R&D or improved designs.

the best way to make manufacturing cheaper is for govt. to provide incentives to manufacturers and impose restrictions on emissions etc (which will force redesign). Also, allowing "some" auto makers that will give "some" competition is better than an all-out open import policy. that would certainly kill the fledgling auto manufacturing industry in Pakistan

Times like this, it surely would have made sense to have a partnership with India - but then - the mistrust is too deep.

no country makes everything by itself....some countries are good at making certain things, other countries are good at making certain other things.....Pakistan is not good at cars, has never been good at cars and has no need to be good at cars (due to small market size). Pakistan is excellent at textiles, has been good at it and will be good at it (good/decent future for exports). So pakistan should stop focusing on cars, put more energy into what it's really good at.

Everyone relies on everyone else. It's not even a new thing, that's how it's always been. There has always been trade.

Pakistan produces expensive cars and keeps the car makers in business by putting heavy duties on imports (more than 200% duties!! ). This is the wrong way to do it. Making cars is not feasible in pakistan, may not be in the near future, so it's a better idea to simply import cars and put the same resources to doing something we're better at...

No one gets away from the customs....not even the influential can import cars without customs.

As far as giving incentives is concerned, these also come from the taxpayers, they don't fall from the sky. It costs money and citizens pay for it.

Reducing/Removing import restrictions is the only way to fix car market in pakistan. If it's feasible to produce cars in pakistan, they'll keep producing, if not, then shut down.....

Will this bill apart from safety upgrades being made mandatory, provide US (customers) any solution to get same car specs which Honda & Toyota give in US /Europe???
If so then With same price ?? (minus the taxes these shitty politicians have raised too much)
