Following his order to impose "gau raksha" cess for the construction and maintenance of cow shelters, Uttar Pradesh Chief Minister Yogi Adityanath in a video conference with district magistrates (DMs) across the state issued directions that owners of stray cows and people locking their cattle in schools and on government property should be identified and strict action taken against them.

On Wednesday evening, Yogi held a video conference with all district magistrates at Lok Bhawan in Lucknow. The meeting was also attended by chief secretary Anup Chandra Pandey and other top officials.

Yogi directed that take strict action should be taken against anti-social elements locking up cattle on government properties including schools and impose fines on those who come to shelters to claim their cows after abandoning them.

He said that all destitute cows should be given protection in shelter homes by January 10 and cow shelters should be renamed to "Gau Ashray Sthal".

"The authorities should ensure that arrangements should also be made for feeding, providing security, water, medical facilities and fencing of walls in shelters for the cows. Caretakers shall also be hired for cow protection," said Adityanath.

"Stray cattle sometimes become a reason for road accidents in urban areas. They also destroy crops in rural areas and can create law and order issues. All DMs should therefore take necessary action so that such issues do not happen," added the CM.

At the end of the video conference, Yogi spoke to several DMs to check the status of cow shelters being set up. He also said that the Rs 60 crore allotted in 2017-18, Rs 95 crore in 2018-19 and Rs 23.5 crore for feeding cows should be used effectively by every district for the welfare of cows.

The series of meetings for the protection of cows were conducted by the CM after angry farmers locked stray cows in government schools to protect their crops in Aligarh and other parts of the state.
