I was watching AAJ TAK and they were telling loadshedding in Indian big cities. In Dehli loadshedding is more than 6 hour pr day and in other cities 13 hours !!!

Transport due to shortage of gas was not running and shops were close !!!

DERCThe current power crisis is likely to persist in the Capital as the private power distribution companies are playing hooky. As per the power purchase agreement, the discoms can purchase power from other various sources if the regular supply is not available. However, in spite of the persistent crisis, no alternate arrangement seems to have been made by discoms. To the utter annoyance and dismay of consumers, the discoms have only entered into a blame game with the Government and the power generating companies.

According to a top official in the power department, "In case of a shortfall in power availability, discoms can either overdraw from the Northern Grid or buy power from the power exchange. However, with the frequency of the Grid running below normal, the first option is negated. So analysing the situation, they should exercise the second option and buy power from the exchange at the best price available," the official said.

The apathy of the discoms could be gauged from the fact that despite DERC's guidelines facilitating the discoms to purchase power at higher rates than `5 per unit in emergency situations, the discoms have completely failed to make use of it. The Capital continued to reel under power shortage on Tuesday with several areas going without electricity for more than four hours. The city received power shortage to the tune of around 1,100 mega watt from various power stations, including NTPC's Dadri (Uttar Pradesh), Singrauli (Madhya Pradesh), Farakka (West Bengal) and Kahalgaon (Bihar) power plants. Interestingly, the officials of discoms BSES and NDPL admitted having knowledge of the said clause but said they were not aware if any quantity of power was purchased.

Delhi's current power demand fluctuates between 3,200 MW to 3,700 MW. The city on an average produces 1,100 MW on its own while the remaining amount is supplied by generating stations outside the city. Delhi Power Minister Harun Yusuf said the situation has become more difficult for Delhi due to overdrawing of power in the range of 1100-2,000 MW from Northern Grid by Uttar Pradesh, which is forcing the city to resort to load-shedding to maintain frequency of the grid. The disruption in water supply from Agra canal to Delhi's gas turbine plant at Badarpur as well as cut in generation at Rajghat plant have also compounded the problem.

The city got around 900 MW from these two plants against their full capacity of 1,400 MW. Delhi usually gets 1,400 MW from NTPC's Dadri plant but in the last five days the supply has been in the range of 300 to 800 MW. This collectively led to load-shedding in areas like Defence Colony, Greater Kailash, Hauz Khas, Vasant Vihar, Vasant Kunj, Dwarka, Janakpuri, Lazmi Nagar, Geeta Colony, Civil Lines and Mukherjee Nagar among others. Delhi's Power Minister, Haroon Yusuf, who was the chief guest with the Industries Minister, Ramakant Goswami at a Kavi Sammelan at Gandhi Peace Foundation on Tuesday, had to face power cut. According to a source present at the congregation, power supply tripped at the venue twice and the organizers had to resort to candle lights to carry on the function.

It is noteworthy, that since October 5, when the power crisis hit the city, the distribution companies have been blaming the generating companies, shortage of coal and Telangana agitation for the power crunches in the Capital. The situation seemed to have spiraled out of control on its seventh day on Tuesday, as frequent loadshedding and even blackouts were reported from several areas, but no solution was on the offing. "The discoms are not commercially analyzing the situation and resorting to loadshedding, which is hurting the consumer. They can't even overdraw from the Grid as they will be penalized heavily at the present situation," added the power department official.

As per the discom officials, the demand and supply gap at one point on Tuesday reached 1100 MW. This explains the pinching loadshedding in the Capital. "The demand reaches its peak during the official hours from 9 am to 6 am and then later in the evening after 7 pm to 11pm. We have to resort to rotational loadshedding at these peak hours," added a discom spokesperson.

The power official added, "Even during the current situation, there are some lean hours (1 am to 8am), when the discoms have surplus power available with them. They trade this surplus power in the market and earn money. The money earned from this trading can be used to buy power from the exchange, instead of tormenting the customer with outages."

Yusuf expressed a concern on declining frequency of the Northern Grid, which should be above 50.2 Hz but reached 49.67 Hz on Monday and 49.47 on Tuesday. He said, "Uttar Pradesh has been overdrawing around 1200 MW per day, more than their allotted quota. This is due to the ongoing elections in the state."

Load shedding in Delhi due to delay in coal supply

New Delhi, Oct 5 : Delay in supply of coal has forced National Thermal Power Corporation (NTPC) to shut down three units of Dadri power plant affecting power supply to Delhi.

"Derailment of a coal wagon near Lucknow has created a coal shortage which has forced NTPC to shut down two units (of 210 MW each) at its NTPC Dadri-I and one unit (of 490 MW) at its Dadri-II generating stations," a statement said today.

This has reduced availability of electricity for the power distribution companies in Delhi, forcing them to overdraw heavily from the northern grid.

"The power supply to Delhi has been affected since wee hours today. It is also likely to result in rotational load shedding in the city," the statement added.

NTPC's Dadri-I has an installed capacity of 840 MW, of which around 750 MW is supplied to Delhi. Dadri-II has an installed capacity of 980 MW, of which 735 MW is Delhi's share.

As the state government announced the schedule for load-shedding across the state sparing Bangalore city, the industrial sector fears the worst.

Energy minister Shobha Karandlaje has already dropped hints of introducing staggered weekly-offs for industries to minimise the effect of power crunch that has hit the state.

Realising the inevitable, the industrialists are ready to co-operate but conditions apply.

“We are always ready to co-operate with the government whenever the state is facing a problem. We have done it in the past and are ready for it even now to accept introduction of staggered weekly-off system. But that is just one part of the problem at hand,” said Prakash N Raikar, president of Karnataka Small Scale Industries Association.

“But the state government should assure the industrial sector that it would ensure steady supply of power for at least eight hours during the day on all the six remaining days of the week to ensure that industrial production is not affected,” said Raikar.

JR Bangera, president of Federation of Karnataka Chambers of Commerce and Industries (FKCCI), stated that the industrial bodies have a wishlist that they will presentto the energy minister on Tuesday before they agree tothe proposal of staggered weekly-off system.

“We can understand the problem being faced by the state. The system is a common feature in industrial areas of Gujarat, Maharashtra, Tamil Nadu and a few more states. But that is to ensure that they get steady uninterrupted power a certain number of hours,” he said.

“We too will present a similar demand before the government before agreeing for staggered weekly-offs. It will be a big blow for industries if the state government fails to provide steady power on the remaining six days of the week,” said Bangera, expressing fears of a double blow.

Bangera wants the state government to give sales tax subsidy on diesel being purchased by the industrial sector for running their captive generator sets.

“Such a gesture will reduce the dependence of industries on power from state grid and put their captive generation capacity to optimum use without escalating the production cost of the products,” he said.

16-hour power cut for industries in Maharashtra from today

Two days after it imposed planned load-shedding across the state, the Maharashtra State Electricity Board on Tuesday announced 16-hour power cuts for industries starting Wednesday.

The load-shedding for industries will be imposed once a week — on different days in different areas — coinciding with days when plants observe their weekly off, said an official from the Maharashtra State Electricity Board.

The latest power-saving measure has been taken in view of an estimated shortage of around 3,500MW to 4,000MW of power in the past three weeks. Power generation in the state has been hit badly on account of severe disruptions in coal supply due to the Telangana agitation in neighbouring Andhra Pradesh and floods in Orissa. This has resulted in Maharashtra power stations getting only around 12 rakes (trainloads) of coal against the daily requirements of 24 rakes.

The present demand is around 16,500MW but power generation is 11,000MW, necessitating load-shedding of three to seven hours in urban areas and 11-13 hours in rural areas, hitting domestic, commercial and agriculture sectors.

The power cuts have angered people, with protests in at least two areas of Thane in the past two days and in Yavatmal on Wednesday. Coal supply has hit the MAHAGENCO thermal power generation plants in Parli (Beed), Chandrapur, Koradi, Khaparkheda, Paras — all in eastern Maharashtra, Nashik and Bhusawal in the northern parts of the state and Uran in Thane, besides smaller ones across the state.

This is the first time this year that ‘planned load-shedding’ has been imposed in the state which has been showing an improvement in its power supply position in the past couple of years, mainly owing to good monsoons.

Loadshedding has been temporarily lifted in Pune and Pimpri-Chinchwad and there are likelihood of no outages from Saturday. The city did not face any outage on Friday and an official statement issued here said that there will be no loadshedding from Saturday, unless there is acute shortage of power.

Nine divisions of Pune and Pimpri-Chinchwad included in the A-1 category of cities would face no loadshedding. However, if there is an acute power shortage, the utility will have to resort to load shedding, the release said while announcing the new schedule.

According to officials of the MSEDCL, the decision to end loadshedding was taken in the case of the six revenue divisions that had implemented the zero loadshedding model and had been placed in A-1 category.

On Friday, the power utility had not enforced loadshedding in the morning and evening hours in the city. However, the utility officials pointed out that at present, availability of power in the state is 12,000 MW. It is still falling short of requirements and hence loadshedding will be increased in urban areas of other groups of cities from three to seven hours and in rural areas from the earlier 8-11 hours to 11-13 hours.

The Telangana agitation and Orissa floods had hurt coal transportation and supply to thermal power plants. Besides, technical faults at various power plants in some other states had also led to power dipping in the national grid as well.

Kolkata West Bengal witnessed severe loadshedding on Tuesday on the occasion of Lakshmi Puja with a possibility of supply to CESC being cut.

“The shortfall in the state grid is 500 MW as the total power is just 1900 MW in the state distribution area,” a

WBSEDCL spokesperson said.

"There is a strong possibility of cutting supply by 100 MW to CESC unless there is some improvement in generation by the state units,” he said.

Taking both CESC and WBSEDCL the shortfall could touch 600 MW in the state.

There was rotational loadshedding in the districts, which would continue at night, officials said.

They said the state distribution company was unable to pay for the power purchased from the generation company and in chain effect, the coal supply by Coal India had been curtailed and hence generation had to be curtailed.

The shortfall was not due to technical glitch, but for insufficient coal to units.

The situation arose after the West Bengal State Distribution Co Ltd could not raise the tariff from consumers for the last two years despite mounting costs facing a severe cash flow crunch.
