The President of India, Shri Pranab Mukherjee today (September 8, 2015) presented the Saakshar Bharat Awards 2015 at the International Literacy Day Celebrations organized by Union Ministry of Human Resource Development.

Addressing the gathering, the President said that the concept and goal of literacy need to be revisited and reoriented in the light of current global thinking. It has been recognized that the roads leading to sustainable societies pass through literacy and education. Literacy and education are amongst the most important Millennium Development Goals and are critical in achieving goals of poverty reduction, health for all, sustainable environment, gender equality and empowerment.

The President stressed the need for greater societal involvement in achieving higher literacy target and advocated the use of strategies such as 'each one, teach one' in order to enable us fulfill the dream of ‘Sakshaar Bharat’, ‘Swachh Bharat’ and the ‘Bharat’ of our dreams.

The President said the present literacy scenario in India is encouraging. In 1951, when first Census after Independence was conducted, the literacy rate of India was merely 18%. However, in the last Census held in 2011, we have achieved a literacy rate of 72.98%. The present national goal is to achieve literacy rate of 80% by end of XIIth Plan Period. Sadly, we are way behind some of the South Asian Countries in this regard. We must also ensure that the gender gap in literacy should not be more than 10 per cent.

Recalling leaders like Mahatma Gandhi, Ho Chi Minh and Fidel Castro who were committed to the eradication of illiteracy, the President said that he had engaged in literacy promotion when he joined public life five decades back. The President congratulated all those who had received Saakshar Bharat Awards for their outstanding contribution to the adult literacy programme and said without literacy it is not possible to bring about total empowerment and find our rightful place in the comity of nations.

International Literacy Day–2015 Celebrated

Without literacy Empowerment not possible, says president of India Shri Pranab Mukherjee
Shri Pranab Mukherjee, President of India said that all leaders including Mahatma Gandhi have emphasised on literacy. Literacy was included even in Millennium Development Goals. He said this while speaking at the function held for celebrating International Literacy Day 2015 at New Delhi today. The function was organised by National Literacy Mission Authority, Ministry of Human Resource Development, Government of India. The President further said that we have significantly raised our literacy rates from 18% in 1951 to 72.98% in 2011 but are yet to achieve 100% literacy. We must strive to achieve the goal of literacy laid down in XII Five Year Plan and gender gap in literacy should not remain more than 10 percentage points. Saakshar Bharat in combination with Swachh Bharat has the potential to transform India. Literacy gives empowerment and without it empowerment is not possible. Literacy has assumed greater significance in light of paradigm shift which has taken place in last one decade by giving rights to people backed by enactments in areas of employment, education and information etc. Therefore, we must consider empowerment and sustainability through literacy. President congratulated Minister of Human Resource Development for fixing target of 100% literacy under Saansad Aadarsh Gram Yojna. In his closing remarks, he said that we must make Bharat – Saakshar Bharat, Swachh Bharat – a Bharat of our dreams!


Smt. Smriti Irani, Union Minister of Human Resource Development, in her address, congratulated the literacy functionaries and volunteers and said that it is a matter of prestige that in the last 15 months a record number of 2.28 crore learners have been made literate. Scope of literacy has been expanded to include economic empowerment of beneficiaries and around one crore bank accounts have been opened under Pradhan Mantri Jan Dhan Yojna. Efforts of literacy functionaries deserve appreciation and require to be stated in figures and it must be mentioned that very recently and in a short span of one month, they have mobilised and facilitated around 92.7 lakh beneficiaries to avail benefits of Pradhan Mantri Suraksha Bima Yojna. She said national policy on education is being revised and for the revised policy, she requested one and all to suggest ways and means to achieve the goal of universal literacy. The Ministry has taken the pledge to achieve 100% literacy by March 2016, in adopted Saansad Aadarsh Grams located in 410 districts and made an appeal to state and district representatives to take similar kind of pledge for their respective operational areas. She made an appeal to literacy functionaries and officials to spread the message to honour women in family and only then one would be considered as literate and educated.


Shri Upendra Kushwaha, Minister of State for Human Resource Development (School Education & Literacy) in his welcome address said that illiteracy in India or elsewhere is a blot on the face of humanity. Illiteracy must be eradicated and it is the responsibility of educated ones to do it. It is unfortunate that one out of every five men and one third of women in India are still illiterate. Our country has progressed and we are moving towards the goal of literacy but much remains to be done. Therefore, whoever you are, wherever you are you must contribute towards efforts for eradication of illiteracy.


Shri Shigeru Aoyagi, Director, UNESCO, at New Delhi read out the message of Ms. Irina Bokova, Director General, UNESCO. Ms. Bokova said, UNESCO’s message on this International Literacy Day is to allow women and men to participate fully in their societies, we need greater investments and more effective policies to embed action for literacy within wider development policies, supported by innovative mechanisms that generate positive synergies across all policy areas that are vital to build more just and cohesive societies. This is essential to all efforts to build a better future for all, on the basis of human rights and dignity.


A short film, titled, ‘Saaksharta Se Samajik Suraksha Ki Ore’, was screened during the function. It highlighted the efforts done under Saakshar Bharat programme to mobilise and facilitate the target groups to avail benefits of financial inclusion and social security schemes of Government of India especially Pradhan Mantri Jan Dhan Yojna and Pradhan Mantri Suraksha Bima Yojna.

The President of India, Shri Pranab Mukherjee also presented 11 Saakshar Bharat Awards - 2015 to States, Districts, Blocks, Gram Panchayats, State Resource Centre (SRC) and Jan Shikshan Sansthan (JSS) for best performance in the field of adult education and skill development. New Delhi: Union HRD Minister Smriti Irani on Thursday asked officers of the adult literacy mission to fix age-wise target to attain complete literacy in the next one year.


The Union minister's statement comes close on the heels of her announcing plans to achieve complete literacy in villages by March 2016 under the Sansad Adarsh Gram Yojana.

Addressing directors of Jan Siksha Sansthan, she also said, the best performing officer will get a cash prize of Rs one lakh.

"Pick up an age group and make a target. For example, take the age group of 40-60 and ensure complete literacy in the next one year," she said.

She also favoured drawing district specific plans under the 'mera district mera plan' initiative and identify the challenges and issues in the literacy drive.

Fifty six per cent of the illiterate population fall in the age group of above 75 years, she added.

Irani suggested to prepare a skill map of individual districts and identify the skill sets unique and relevant to the particular district for suitably engaging people for livelihood opportunities.

Encouraging the directors for the mission, she said the best performing director will get Rs one lakh, the second best performing officer will get Rs 75,000 and the third in the ranking will get a cash prize of Rs 50,000, she said.

Besides, they will be rewarded with a paid holiday trip with their spouse.

On International Literacy Day (September 8) she had announced that by March 2016 complete literacy would be attained in villages under the Sansad Adarsh Gram Yojana.

At a separate programme, Irani launched a national web portal on apprenticeship training, helping candidates to apply in any region of the country of their choice. The scheme being implemented through Boards of Apprenticeship/Practical Training.

Literacy rate at 71% in rural India, 86 % in urban: Survey | Zee News


New Delhi: Literacy rate in rural areas was pegged at 71 per cent last year, compared to 86 per cent in urban areas, while among the age group of seven years and above, male literacy rate was found higher than the female literacy rate, according to NSSO survey released on Tuesday.


Among the age group of seven year and above, the male literacy rate was registered at 83 per cent vis-a-vis the female literacy rate of 67 per cent, an official statement said.

"Similarly, it was found in the rural areas, nearly 4.5 per cent of males and 2.2 per cent of females completed education level of graduation and above, while in urban areas 17 per cent of males and 13 per cent of females completed this level of education," it added.

The details are part of a survey on 'Social Consumption: Education' during the National Sample Survey (NSS) 71st Round, January to June 2014, conducted by the National Sample Survey Office (NSSO) under the Ministry of Statistics and Programme Implementation.

The survey covered entire country with samples taken from 36,479 households in rural areas and 29,447 in urban areas from 4,577 villages and 3,720 urban blocks, it said.

According to its findings, literacy rate among age group of seven years and above in the country was 75 per cent. In rural areas, it was 71 per cent compared to 86 per cent in urban areas.

Adult literacy (age 15 years and above) rate in India was around 71 per cent. For adults also, literacy rate in rural areas was lower than that in urban areas. In rural areas, adult literacy rate was 64 per cent compared to 84 per cent in urban areas.

"No significant difference between rural and urban India existed in terms of distance for physical access to primary schooling. In both rural and urban areas, nearly 99 per cent households reported availability of primary school within 2 kms from the house," the survey said.

For accessing educational institutions providing higher level of learning, say upper primary or secondary, a lower proportion of households in rural areas compared to that in urban areas reported existence of such facilities within 2 kms, it added.

Nearly 86 per cent of rural households and 96 per cent of urban households reported upper primary schools within a distance of 2 kms from the house while nearly 60 per cent of rural households and 91 per cent of urban households reported secondary schools at such a distance, it revealed.

The proportion of persons having completed higher level of education, say, graduation and above, was more in the urban areas than in the rural areas.

In the rural areas, nearly 4.5 per cent of males and 2.2 per cent of females completed education level of graduation and above, while in the urban areas 17 per cent of males and 13 per cent of females completed this level of education.

The pessimists might come up with a higher percentage to touch, but right now India is doing fine taking into consideration its population and limited means. :tup:

@jamahir Since more than 90% of Indians drop out of college or don't attend one, why don't we have Mark Zuckerberg, Steve Jobs or Bill Gates in India, going by your logic of dropping out of college.

That we both can agree on. Not enough money for produce because they have been forced to remain farmers is socialist indeed.
In socialist countries they just shot the farmers, so no need for suicide. :D

I think it was Pritham that did a study that found pretty low levels of math and comprehension even among kids still in school. Something needs to be done to fix the education system and I am not sure that irani is the woman who can do it.

Union Minister of Human Resource Development Exhorts
Directors of Jan Shikshan Sansthans to Formulate District Specific Plans by First October 2015

Smt. Smriti Irani, Union Minister of Human Resource Development exhorted the directors of Jan Shikshan Sansthans to draw a skill map of the district in which they are located and then draw a specific plan which may be called My District - My Plan. She said this while interacting with the Directors of Jan Shikshan Sansthans in their Orientation Workshop organized by National Literacy Mission Authority today at New Delhi. My District - My Plan, she added should also cover Plan to meet literacy requirements of non literates falling in the age group of 40 to 60 years. She desired that JSS should formulate their District Plan by 1st October, 2015 with clear timelines for completion of various components of the Plan and then it should be uploaded along with the photograph of their Directors on the National Portal. This Portal will be launched as a Deepawali gift this year. She announced that the Directors of the best performing JSSs shall be suitably awarded. Directors of JSSs unanimously assured the Union Minister that they will do their best for formulation and implementation of their District Plan as per timelines suggested by her.

Touching the role of JSSs in the field of adult literacy and skill development, she stressed that as skill requirements vary from district to district there cannot be a uniform solution for all the districts. The Union Minister of HRD conveyed her appreciation for commendable contribution made by JSSs in mobilization of people to avail the benefits of Jan Dhan Yojana and Suraksha Bima Yojana launched by the Prime Minister. She said that in case any Bank was not cooperating with Director of JSSs in promotion of these schemes, such instances may be brought to her notice and she would personally speak to the concerned Bank for its immediate solution.


While welcoming the Union Minister, Director General (NLMA) briefly explained that the workshop was being organized for the orientation the Directors mainly on the new initiatives of the Government in the various fields including skill development, social security, financial inclusion etc. and the manner in which Jan Shikshan Santhans are required to associate themselves with these initiatives. He also apprised the Union Minister about the efforts made by JSSs in mobilization of their target group for the social security schemes like Pradhan Mantri Jan Dhan Yojana & Pradhan Mantri Suraksha Bima Yojana.

I think the current method of calculating literacy is archaic.. Just been able to sign your name or basic reading doesn't actually count in the 21st century..

One example is it shows how the masses seem to be caught in a vicious cycles of social ills in under developed countries around the world.. They can read the name of the politician but they cant really understand what he/she stand for..

Thats why people vote for promises in countries like India and Sri Lanka but for policies in more developed countries.. Because literacy in those countries means making informed decisions on understanding
