Look at the cost of F-22P frigates . Four has been inducted at the total cost of $1.7billion or $1.8 billion. Though I don't have any offence for this.

Actually by bringing cost I just wanted you to google and read the difference of firepower of Indian Frigates like Shivalik Class or Talwar Class or Brahmaputra class Frigate to that of F-22P class Frigate.
 
Shivalik Class costs around $500 million, for a stealth 6200 tonnes Frigate. But Krivak III has a class of it's own.

Im not a naval expert... but i think F-22P lacks a good air defence system... its current FM-90N SAMs arent enough... but F-23Ps will solve that issue with HQ-16 SAMs..

You are correct. F-22P is a anti submarine frigate. It has anti submarine torpedos and rockets. It also has few anti ship missiles.

.. fully ignoring ECM-ESM softkill measures and 2x CIWS mount and 76mm, which also add to air self defence (for which FM90M is good enough. F22P was never intended to have anything more than self defence capability: no area air defence, not even limited area air defence)

Mmm, batch II Talwar´s aren´t all that dissimilar in armament to F22P

2x AK630 (versus 2x 30mm Type 730 like gun mounts)
1x 100mm (versus 1x 76mm) : heavier gun better suited for anti-surface roles, lighter gun better as AAA
24 Shtil autoloaded (versus 8+16 FM90 manually reloaded) : Shtil has better range, FM90 probably better close in antimissile capability.
2x2 553MM tubes (versus 2x3 324mm tubes)
1x RBU 6000 (versus 2x 6 barrelled Chinese RL ASW)
1x Ka 28 versus 1x Z9EC ASW/ASUW heli

QUestion is why IN no longer chose to have Kashtan gun missile system on the batch 2 (which AREN´T getting BARAK instead) ... dissatisfaction with Kashtan performance ?

You brought up a supposed difference of firepower. I challenge you on that based on the Talwar Batch II. Now you revert back to ´intended roles´. Red text: think you got some things confused here. The FM90 launcher may hold only 8 rounds, but that doesn´t mean there are only 8 rounds on the ship. See images of 053H3 ships with crew manually reloading HQ7.

HQ-7 (FM-80) Naval

The HQ-7 became PLAN's standard short-range air-defense SAM in the 1990s. Even the latest Type 054 Frigate uses the Naval version of HQ-7. The typical configuration is one 8-cel launcher, with stores of reload missiles in multiples of 8 (8, 16, 24). Earlier versions required manual re-loading, while the latest have an auto re-loader that can be retracted under the deck.

Unlike the Batch I, the Batch 2 Talwar´s DON`T HAVE KASHTAN. I don´t know why, but it does represent a choice by IN to go back to AK 630. Note the switch on all other major new ships (incl. P17 and Vikramaditya) to a Barak + AK630 combo. Whatever it suggests, not that IN has a preference for Kashtan. Hence my question re. IN opinion of Kashtan. Cooking your own story?

With ongoing constructions of these listed ships, there will be more Destroyers, Frigates & Corvettes building projects for induction into the navy in addition to these ships....... My information is by 2025, Indian Navy will have.....

I think PN should be using F-22P as a Corvette-Light Frigate and now go for a 7000 tons destroyer about 6-8 of them.
