They took place in erstwhile East Pakistan which is now Bangladesh.
When territories exchange hands or come forth anew, those prosecuted by the old regime are still considered criminals and their crimes are still very much punishable.
British Raj had plenty of prisoners: murderers, rapists and whatnot, when Pakistan gained independence did you suspend their sentences ?
The answer to the above, is the answer to your question.
Pakistan should offer them a place in the country. The genocidal state of Bangladesh is a threat to peaceful Muslims.
