ISLAMABAD:

The federal government plans seeks the help of private sector to cover its share of Rs736 billion in the recently announced Rs1.1 trillion development package for Karachi because of fiscal constraints, sources told The Express Tribune.

They said that the Centre planned to fund around Rs100 billion worth of projects from the budget, as it sought to cover the remaining cost with help of private sector, adding that the limited fiscal space did not allow the Centre to finance all the projects through the development budget.

According to the Planning Ministry sources, if the federal government decided to fund majority of the Rs736 billion projects from the budget, particularly the Karachi Circular Railway, the additional financing requirements over a period of three years – 2020-23 – would be Rs347 billion even after the contribution of the Supreme Court and the private sector.

Therefore, the sources said, the government had decided to use three financing modes, the Public Sector Development Programme (PSDP), the Supreme Court funds and the Public-Private Partnership (PPP).
Prime Minister Imran Khan on Saturday announced Rs1.114 trillion Karachi Transformation Package to improve the civic services in the country’s largest metropolis, which is also the financial backbone of the country.

The Planning and Development Ministry confirmed on Monday that the share of the federally-financed projects would be Rs736 billion, while the remaining Rs375 billion would be the responsibility of the Sindh government.

Of the Rs736 billion, the ministry said that the government “plans to request the Supreme Court of Pakistan to allow the use” of part of a settlement fund (up to Rs125 billion) of a real estate developer, “expected to be available during the three years period of package”.

So far, Rs62 billion had been deposited in the Supreme Court. Hence the funding estimated to be arranged by the federal government is Rs611 billion, said the planning ministry.

The federal government has committed to undertake Rs46 billion Greater Karachi Water Supply Project (K-4), Rs300 billion Karachi Circular Railway (KCR), Rs131 billion Railway Freight Corridor, Rs5 billion Green Line Bus Rapid Transit besides Rs254 billion for the rehabilitation of river, nullahs and storm-water drains and the resettlement of affected people, according to the ministry.

Federal Financing Plans

Of its share of Rs611 billion – excluding Rs125 billion Supreme Court funding – the federal government wanted to complete projects worth Rs347 billion from the PSDP and remaining Rs260 billion through the PPP mode.

The Rs347 billion is inclusive of Rs250 billion cost of the KCR. The remaining Rs50 billion of the KCR is planned to be funded by using the funds deposited in the Supreme Court, said a sources.
The government was now planning to also construct the single-largest project – the Rs300 billion KCR – with the help of the private sector on build-operate and transfer (BOT) mode, according to planning ministry officials.

In case, it did not find a partner in the private sector to construct the KCR on BOT model, there would be a constant financing gap during the three-year implementation period of the Karachi package, they added.

KCR-budget funding scenario

At present, the government has shown the KCR as part of the federally-funded PSDP, which has increased its PSDP component to Rs347 billion. Under the current scenario (KCR inclusive), the federal government needs Rs124 billion additional amount in this fiscal year.

But, the officials said, there was no fiscal space available within the budget, adding that if the government constructed the KCR in BOT mode, the financing gap would reduce to Rs17 billion for the current fiscal year.

For fiscal 2021-22, the additional requirements were also estimated at Rs123 billion, including foreign loan component of Rs83 billion. For the last year of the package – fiscal 2022-23 – the additional financing requirements had been estimated at Rs101 billion, said the officials.

Therefore, they added, it was prudent to shift the KCR to BOT model. However, in case of the BOT model, the project might not remain part of the China-Pakistan Economic Corridor (CPEC), as the China was undertaking the infrastructure projects in engineering procurement and construction mode.

In a handout, the planning ministry said that during the meetings held for finalisation of Karachi package, the Sindh government expressed the desire to take responsibility for the KCR project. However, Railways was a federal subject while the Supreme Court had also directed that the federal government should undertake this project, it said.

“The federal government is therefore, duty-bound to implement this project and as such, the execution responsibility and the financial burden of the same which is estimated at Rs300 billion has been included in the federal government responsibility under the Karachi package,” it added.

The officials said that the federal government wanted to finance two projects through the Supreme Court funds. The Rs74 billion worth of roads astride Gujjar, Mahmoodabad and Orangi nullahs and the remaining portion of the Lyari Expressway is planned to be fully funded by using the Supreme Court funds. Similarly, the KCR would be partially financed (Rs50 billion) from these funds.

Of the remaining federal government projects, the Rs36 billion worth of 12,000 flats were also planned to be funded through the PSDP. At present, the government was showing only two projects in the PPP mode, the Rs130 billion worth of development of areas astride cleared or rehabilitated nullahs and the Rs130 billion construction of additional dual track (50 kilometres) and freight terminal at Pipri, said the officials.
The federal government also wanted to use Rs7 billion funds of the National Disaster Management Authority (NDMA) for clearance of rivers and nullahs and temporarily displaced persons, said the officials.

It seems Karachites like you do not feel comfortable in an environment where there is peace and harmony everywhere. In spite of Corona businesses which are the lifeline of Karachi are flourishing. No bhatta no bori band bodies and no target killings. It seems people of Karachi like you are addicted to lawlessness and chaos. You guys want that bhatta collector and target killers back. but do we have rights to ask govt spending? I mean how could you track it. The right of information works?
@PakSword @Horus @WebMaster

can you guys make another website where you can put these info backed by government links. Consult some CAA/MBA.
Where:
Project delayed can be monitored.
Over budgeting can be checked.
Related news can be attached
Even naming/shaming can be done

Just a website with only authentic sources (Admin can edit only) of spending and funding sided by side. With comments.

Just like an excel file of a project.
Overall idea is public can monitor together and then share information.

Being an Indian agent is the lesser evil. Hats off to your comprehension
Wo kahawat suni hai. Nadan dost se dana dushman behter? Raw destroying anything is understandable but Pakistani agency destroying something is not absorbable.

i have a better option to not to cast my vote to anyone...low voting turn out is one way of silent protest .. and it would show the rest of world how irrelevant elections are for karachiites...any govt which will come in power as a result of such election would not have any credibility internationally... it will put pressure on establishment to bring forward those who can deliver through new system

No one is asking PTI to transform Karachi overnight. But there should be some work seen on ground at least on MPA local level.

North Nazimabad - PTI constituency is in need of help and elected member from there is no where to be seen.

It is fake rona dhona from MQM voters and supporters who either didn't even vote for PTI or grudgingly voted because MQM was almost finished.

Rs1.1 trillion Karachi package includes most of ongoing schemes, says CM Murad Ali Shah

720778_6338559_muradSep26_akhbar.jpg

Sindh Chief Minister Syed Murad Ali Shah has said that in the newly unveiled Rs1.1 trillion Karachi development package, most of the projects are ongoing and funded by the provincial government, as his government is committed to developing the infrastructure, drainage, and the sewerage and mass transit systems of the city on a priority basis.

This he said while talking to media persons after inaugurating Manora Beach Road on Saturday.
He was accompanied by provincial ministers Shabir Bijarani and Syed Nasir Hussain Shah and law adviser Murtaza Wahab.

Commander Karachi Vice Admiral Zahid Ilyas, Commander Naval Police Commodore Rizwan Ahmed, Chairman P&D Mohammad Waseem, Karachi Commissioner Sohail Rajput, DG KDA Asif Ikram, MNAs Abdul Qadir Patel and Shahida Rehmani, MPA Liaquat Askani and others were also present on the occasion.

Replying to a question, he said, the Karachi package was not a new thing. “Most of the schemes are already ongoing, including those of which Sindh and federal governments have been sharing the cost such as K-IV, which is being transferred to the Centre for its completion,” he said.

To another question, the CM said he was surprised to know that the federal government was holding his government responsible for power and gas outages in Karachi.

“The federal government is controlling power and gas- generating and distributing companies, and they are responsible to provide uninterrupted power and gas supplies,” he said and added that just to hide their inefficiency, the federal government was blaming the provincial government, which was quite surprising for him.

Inauguration

Speaking at the inauguration ceremony of the six-kilometre-long Manora Beach Road, the CM said that it had been constructed from Kakapir to the Y-junction for Rs456.64 million.

“I am proud to say that it is the first scheme of the newly created district of Keamari being launched today,” he said and declared Keamari as a model district in Karachi division.

Shah also announced the construction of a road from Gulbai to HawksBay and vowed to resolve the issues of water, sanitation and infrastructure of the new district.

Talking about the Manora Road scheme, he said that the project was a part of an overall scheme for the improvement of waterfront development to be made available for the public of Karachi. “At present, the Manora beach is underutilised, there is very low volume of visitors due to paucity of facilities like sitting spaces, dining areas, rest rooms, shades and tidiness,” he said and added that the objective was to develop basic facilities to draw public attention towards the Manora beach as it would eventually increase the number of visitors to the coastal area.

Shah said the main attraction of Karachi is its beaches and coastline, which distinguishes Karachi from the rest of the country. “Due to dearth of entertainment avenues, especially for middle and lower middle classes, people have been rushing to Clifton, Sea View, Hawkesbay and Sandspit beaches since long,” he said and added that there was a dire need for some new development works to provide an area for public recreation, and the Manora Beach was a new addition to this list.

The chief minister pointed out that the waterfront development under the Monra Beach project, apart from the construction of the road, had different components. They included the uplift of Manora Beach Segment-1 under which 15,200 square feet were being developed with pigmented concrete pavers, and a design feature wall was being raised with static and digital display, light bollards and hard and soft landscape.

Segment-2 is a parking area. It would be 6,000 metres’ long and is being developed with pigmented cement concrete pavers and a fair boundary wall. Segment-3 is a sea front development under which an area of 8.75 acres is being developed with an entrance gate. It would have pigmented cement concrete paved walkways, sitting steps, waterfront gazebos, orchid design, composite sitting benches with plants, a kids play zone, kiosks/shops and restrooms.

DG KDA Asif Ikram, briefing the chief minister about progress of work, said that out of an area of 8.75 acres of the development project, 1,800 into 134 meters located on the seafront was being developed first before the high tide season that started on March 31. He added that the RCC seafront structure had been completed and beautification works were in progress.

Desalination plant

Chief Minister Shah visited an RO (Desalination) Plant on Manora Island being established by the Sindh government for Rs427.6 million.

He said the scheme envisaged for the installation of Reverse Osmosis (water Desalination) Plant of 500,000 gallons per day on Manora Island, specifically designed to convert seawater into purified water maintaining the TDS value not more than 500 mg per liter to meet the WHO standards of safe drinking water.

He added that the RO plant would meet the water requirement of 20,000 inhabitants living in the localities.
The chief minister inspected the ongoing work and directed the local government minister, Syed Nasir Hussain Shah, to complete the schemes during the current financial year.

Addressing the gathering, Minister for Local Government Syed Nasir Hussain Shah said that the provincial government had embarked upon developing the beaches of Karachi to provide beautiful and peaceful recreational spots to the people of the city.

Commander Karachi Vice Admiral Zahid Ilyas, on behalf of Pakistan Navy, hosted the inauguration ceremony at Manora. The chief minister lauded the efforts of the Pakistan Navy in the development of Karachi.
