Expeditionary Fighting Vehicle — Failure Not An Option

MARINE CORPS BASE QUANTICO, Va. --- Our Corps’ position remains unequivocal — the Expeditionary Fighting Vehicle is essential to what we do and is our top acquisition priority. It is a mistake to let past technical difficulties shape the future of the program.

Operational experience has repeatedly demonstrated that the rapid projection of Marine Corps combat power ashore is the key to success in all amphibious missions across the range of military operations. The tremendous flexibility and utility, both across the littorals and deep inland, make it a significant addition to joint commanders’ employment options.

Even if the landing force could avoid fixed defenses, comparative analysis has shown that shuttling personnel carriers on landing craft air-cushioned would delay the build-up of combat power ashore to the extent that the landing force would incur significant casualties from an enemy counter-attack.

Additionally, anti-ship cruise missiles are lethal ship-killers, as demonstrated when Hezbollah struck an Israeli warship during the Lebanon crisis in 2006, but neutralizing these weapons is facilitated by keeping ships over the horizon. The Navy and Marine Corps have therefore pursued a complementary mix of over-the-horizon capabilities, to include rotary-wing and tilt-rotor aircraft, LCACs, and the EFV.

A surface amphibious fighting vehicle that self-deploys from a ship at high speed provides the joint commander the ability to quickly mass combat power ashore while overcoming projected anti-access threats. The Joint Requirements Oversight Council validated the requirement for the EFV, which is to provide rapid combat power build-up ashore from over the horizon.

It’s important to understand that when DoD programs exceed planned cost and schedule, Congress requires the secretary of Defense to make certain certifications. The EFV underwent a complete review in spring 2007, and the Office of the Secretary of Defense certified, among other things, that “the EFV program is essential to national security and there are no alternatives which will provide equal or greater military capability at a reduced cost.”

The EFV continues to make significant progress. A recent major design review assessed the predicted reliability as 61.5 hours mean time between operational mission failures, exceeding the established criteria of 43.5 hours. Further developmental and operational tests will be conducted on seven prototypes currently in fabrication to validate the reliability of the EFV.

This nation requires the ability to rapidly project combat power ashore from U.S. Navy ships to ensure our security against international threats. The Expeditionary Fighting Vehicle remains a vital capability to accomplish that amphibious mission and is the commandant’s top ground combat priority.

MUNICH/AVALON, Victoria: Krauss-Maffei Wegmann GmbH & Co.KG (KMW) and through-life support partner BAE Systems Australia are featuring the Panzerhaubitze 2000 (PzH 2000) Self-Propelled Howitzer (SPH) capabilities for Land 17 at this week’s Australian International Air Show in Avalon.

The Land 17 Artillery Replacement Programme will fundamentally change the Australian Army’s indirect fire support capability through a system of systems architecture. Fielding of the KMW PzH 2000 for the Land 17 SPH capability package will provide a versatile, safe, combat proven, networked, autonomous and PGM certified precision weapon system.

The PzH 2000 is the most modern tube artillery system in the world and meets all international demands. The PzH 2000 forms an essential element in combat support, both now and in future combat and crisis scenarios. Currently PzH 2000 units of the Dutch Army are providing combat support, convoy and base protection for Coalition forces in Afghanistan.

“Today there are 250 units in service across four NATO armies, including the Netherlands, already operating with advanced networked C2 and fire control systems,” says Christian Goettfert, Regional Sales Director of KMW. “One PzH2000 can deliver the indirect artillery support previously provided by four NATO M109 class Self Propelled Howitzers.”

BAE Systems Australia’s Managing Director Jim McDowell says the PzH 2000 is an attractive option for the Department of Defence because it offered considerably lower procurement risk.

“This is a safe off the shelf solution. Minimal changes and verification and validation testing are required to meet the Land 17 SPH requirements. Crew safety, work load minimization, human factors and reduced crew size are all integral to the PzH 2000 system design.”

Other key features of the PzH 2000 include:

- Delivery of five rounds in less than two seconds on a single target (Multiple Rounds Simultaneous Impact capability);
- Combat load of 60 rounds, with rapid resupply (60 rounds in less than 12 minutes), and ability to fire all types of NATO approved ammunition;
- Full 360 degree target engagement at all ranges from a stationary PzH 2000;
- Proven 30 kilometres combat range for standard 155mm HE projectiles and up to 56 kilometres with boosted munitions;
- No need for a specialised armoured resupply vehicle;
- Proven deployability and US certification for strategic lift in C17 aircraft;
- High automation levels mean reduced crew numbers (only two are required for static firing missions)
- Unmatched safety features, with charges stored in a protected compartment separate from the crew space and the gun crew contained within a safety cage in the turret to prevent injury during firing.

I believe Raytheon is working with an European company to produce the a superior weapon to the PzH 2000. IIRC its called Donar something.

S-2 likes big-boom.:agree: PzH 2000 is a lovely weapon if affordable. Maybe the best.

Its only a 155mm so I would have thouht it was not BIG enough BOOM for S-2.

Australia has this incontension with possible other SP155s.
Most probable option will be a wheeled version, though we could get cheap PzH 2000's from the Dutch.

A laser-imaging, helicopter-borne gun system designed by Northrop Grumman for the US Navy to destroy mines at sea exceeded expectations the first time it was fired at underwater targets.

The rapid airborne mine clearance system (RAMICS) hung from a 50-storey tower fired eight shots at a submerged target of which seven hit in a tightly grouped pattern. The statistical expectation was one hit only.

Vice president of maritime and tactical systems for Northrop Grumman, Bob Klein said that shooting a submerged mine from altitude on a moving platform was an difficult algorithmic and hydrodynamic challenge.

"RAMICS's test performance was a major accomplishment that proves it can hit submerged mines from tactically significant distances, and do it all with better than expected accuracy," Klein said.

The RAMICS gun is a 30mm mk44 Bushmaster II cannon manufactured by ATK Armament Systems, which fires a supercavitating round. Unlike typical projectiles that markedly slow when they hit water, a supercavitating round has a unique configuration that allows it to maintain its velocity when it enters the water.

RAMICS is designed to get target data from another Northrop Grumman mine countermeasures product: the airborne laser mine detection system (ALMDS), which is still in low-rate initial production.

"The goal with all our products is to find mines quickly, locate them accurately, and, at sea with RAMICS, destroy them without endangering divers so that our forces can have assured access to their targets and assured success in their missions," Klein said.

Northrop Grumman is also developing the coastal battlefield reconnaissance and analysis (COBRA) system for the marine corps and airborne surveillance, target acquisition and minefield detection system (ASTAMIDS) for the army.

The Dutch are selling some of their PzH's? I thought they were very pleased with them.
