ISIS moved to Syria, since the iraqi front was not suitable at that time. so they got into the Syrian chaos around 2013 and played by the rule with AQ and such. Isis group was the fatest jihadi group to take control on large part of syrian territories. When Iraq situation worsen under maliki, they took the opportunity to cross and took mosul. The Mosul op begun few weeks before the invasion, by daily assassination of police and army and political figure in and around Mosul. Fear of "that" group spread among them, that's why when they started the mosul op, a lot of them flew. Mosul op was a "lets do it and if it do not succed, then let's go back to syria" ,they were suprised themselfs that their pre-fear compaign succeeded so well..
