You already tried to do that but failed miserably, and there's no "Shia oil regions" last time i checked Shiites live in Qatif a samall town in the eastern region with no oil, also you can't compare the oppressed ethnicities in Iran with the Shiites in KSA, the Shiites here are Arabs while in Iran we're dealing with multiple ethnic groups that got their lands stolen from them, so YOU shut up.

Governing "their own areas" is not equal to federalism. In Kurdish provinces locals are the ones sitting in the city councils and regional and nationwide political seats. I agree with you. Kurdish, along with Azeri, should be added to Iran's list of official languages. Iran's primary and secondary public schools should be offered in Azeri, Persian and Kurdish based on the regional demographic makeup. But what you're saying is nonsensical. Of course locals are governing Kurdistan. The same way local Azeris are in charge in Azerbaijan.

Edit: but Iran isn't a democratic country and also not based on a federal system. Provinces can't decide on education and other matters. The central government makes those decisions for all provinces. But that doesn't mean locals aren't in charge.

if by locals you mean placing minority turks as governors in towns and cities and head of councils where kurds are majority than okay. Like in Qorveh and Takab. allowing kurds to wear the traditional clothes and sing in their language is not giving them their basic human rights.
