KP plans Peshawar Metro Bus at much higher cost than Pindi

what a lie this article is. Where did the KPK govt say that they will go for the elevated option?Jang group has gone blind in finding faults with the PTI govt.

The study recommends two years for the construction of the corridor. The study gives three options for BRT along with their respective capital costs as follows:

i. At-grade BRT: Capital cost of Rs11.615 billion,

ii. Partially elevated BRT: Rs17.977 billion,

iii. Fully elevated BRT: Rs51.675 billion.

. . . .
another article by the new/jang/geo/ptv2/PMLN media cell ..seems like they are making every effort to destroy kpk government ..after geo we should brought them on their news ...

. .
well let's find out what's the real cost of this project... it's still on paper ryt now....

.
ISLAMABAD: Contrary to the claims of Chairman PTI Imran Khan who says Rawalpindi / Islamabad Metro can be built with just Rs4 billion, the PTI-led KP government has prepared a pre-feasibility study for constructing a metro bus in Peshawar at an astounding cost of Rs51.67 billion.

This pre-feasibility study done by transport department of Planning and Development of KP government has exposed the claims of PTI leadership on the ongoing Metro Bus Project being executed by federal and Punjab governments in Rawalpindi and Islamabad with the estimated cost of Rs47 billion.

The cost of Rawalpindi / Islamabad metro bus project is less than what the KP government has estimated for the Bus Rapid Transit (BRT) for Peshawar city.

The summary of pre-feasibility study conducted by the KP government, a copy of which is available with The News, reveals that fully elevated Metro Bus project in Peshawar from Chamkani to Hayatabad Complex, having length of 27 kilometer (KM), is projected to cost Rs51.67 billion.

The summary states that the study is a Pre-feasibility study that was completed in four months. The study further recommends conducting a feasibility study that will take one year to complete. The study recommends a full-fledged study.

It further states that Corridor 2 is selected as priority corridor 1 to be operated under the Bus Rapid Transit mode. The route of corridor connects Northern bypass/Motorway interchange/Chamkani on Peshawar-Rawalpindi Road/GT road, Kabul bus terminal, Daewoo bus terminal, Peshawar bus terminal, Frontier College for woman, Cantt railway station, airport road, Peshawar University, Hayatabad Medical Complex.

The study recommends that corridor 6 should also be evaluated as an alternate corridor in the feasibility study. The corridor 6 consists of Chamkani Terminus to Hayatabad Terminus via rail corridor around the airport (length 26.2 Km). The pre-feasibility study recommends Bus Rapid Transit (BRT) for priority corridor.

The study recommends two years for the construction of the corridor. The study gives three options for BRT along with their respective capital costs as follows:

i. At-grade BRT: Capital cost of Rs11.615 billion,

ii. Partially elevated BRT: Rs17.977 billion,

iii. Fully elevated BRT: Rs51.675 billion.

The rates have been calculated as per international practices cited in ADB literature.

The salient features of the Priority Corridor 2 Peshawar Rapid Transit will have route length of 27.2 Km, 32 median stations with single platform, using this service by 223,000 passengers per day.

There will be 61 articulated buses required. The system includes E-ticketing, Depot, Control Centre, CCTV and Security.

The shortcomings of the study also illustrate that the estimated Capital cost of the project for three options are based on similar practices in Pakistan and may further increase. The overall length of the elevated section is not decided; therefore the cost of BRT can increase further.

The rider ship is estimated based on traffic counts at 10 locations. A transport modeling study was not conducted due to which the estimated rider ship may be questioned. The proposed cost of the feasibility study is unreasonably high, it further states.

Beta, firstly you are quoting news.com.pk " Jung group "- punjab goverment Media cell.

Secondly, IK quoted Asian development bank that Metro bus project should complete in RS 4 Billion, That was not his personal opinion. so stop being biased and dont misquote people just to bash them and get your personal satisfaction.

Thirdly, It is in planning stage, nothing confirmed yet.

and lastly do you Know where does the Punjab goverment get all of the steel for these projects from ???? From NS steel mill :). No contracts, no Bidding etc.

Jung and Geo will get nowhere bashing IK. We love IK and will love him for the rest of our lives.

@ Islamaad/Pind Metro

Well 4 billion rupees for Islamabad metro would never be practical.

I am not sure if PTI includes the buses purchased as part of the package? A cheapest bus in my opinion would cost at least 1.5 - 3 crore so purchasing just 100-150 buses would add up to 4 billion rupees and we are yet to build the track...

@ topic (i know they are not opting for bus service as discussed in this thread but just incase)

Peshawar should not opt for bus service in my opinion. They seems to have copied several projects of Punjab, they should maintain uniqueness if they want to progress well in the next general elections. They should not do the same mistake which Lahore did by building the Metro bus before the train service. I think Peshawar should opt for underground or Monorail even though it costs a lot. But they can easily divide the cost in 5-8 years and not copy Punjab where they have to make records by making it within an year time.

Imagine if Monorail costs about 40 million dollars per KM. That's only 40 x 30 = 1200 million dollars. Now it sounds big money for small economy of K-P but divide that amount to 6 years and that's only 200 million dollars per year, even World Bank, ADB or other Bank might be interested lending a hand. If Monorail does not sound nice due to security concerns, they can opt for underground railway.

Do it for the sake of country, not to publicise just like PML-N does each time

Claim: ADB proposed cost was Rs 4 Billion.
It was actually $ 79 million i.e. ~ Rs 8 Billion, not counting for inflation. Their report said "Although yet to be verified through further feasibility assessment, indicative capital costs for the BRT system are estimated at US$ 79 million". Hence, it even wasn't a realistic cost.

As explained later, the routes suggested by ADB were different and the costs therefore are not comparable. Nonetheless, the route of the under-construction BRT includes an elevated section in Rawalpindi, the cost of which is Rs 13.7 Billion, an Islamabad section of Faizabad to Peshawar Mor of Rs 3.35 Billion, an underpass from D-Chowk to Pakistan Secretariat which adds more cost and a nearly Rs 5 Billion worth Peshawar Mor interchange.

The planners cost breakdown, available in detail here, actually shows unbelievably low estimates, with stations actually being the costliest part of the project, and the entire running way cost at just $18 million.

The under-construction project has kept in mind the possibility of conversion to a LRT later-on, which has required more than paper thin roads, and the depth of the running way adds to the construction cost too. Critics would like the project not to be far sighted, apparently.

Moreover, the ADB planned BRT system had a planned initial ridership of "42,000 passengers per day" and the under-construction one is planned for 150,000 passenger per day, a factor of 3.57 i.e. nearly four times higher.
Claim: ADB's proposed BRT actually included Rawalpindi

As can be seen in this map, it did not include Rawalpindi at the start of the transit system, only planned extension.

Differences between under-construction Islamabad-Rawalpindi Bus Rapid Transit and ADB proposal

The ADB study planned for a BRT system for Islamabad only, with planned extension to Rawalpindi later on. It suggested a 26.6km long, five route system, with large parts shared. Here is a map of the planned routes

QYAzX3l.jpg

Claim: ADB's proposed BRT actually included a dedicated busway

As can be seen in this figure from the report, it proposed a center alignment with median platforms.

Tqr03Tn.jpg

To prevent removal of one lane for automobile traffic from each side, a dedicated busway is under-construction. Hence, cars will retain the road widths they have.

The report also says, "High floor/level boarding buses are also selected for the system, due to their lower cost and the fact that their floor height matches the height of the planned median station platforms. If low floor buses can be obtained for a minimal premium, then a low floor station platform is also possible."

The under-construction BRT system, just like the Lahore BRT, will use low-floor buses, a cost difference. The project planners estimated a total of 48 buses to be purchased for a mere $6.4 million, a cost per bus of $133,000. The London New Routemaster costs around $550,000. Multi door boarding gates used for BRT are expensive and worth it.

Claim: 9999999 acres of forest has been cut down

Islamabad's master plan had reserved right of way areas and they are being utilized for this project. Any trees planted on the area were of course temporary. Nonetheless, as can been seen through picture evidence in this forum, trees were dug out and replanted (viability being a separate issue). Some trees of course had to be cut-down. Out of the "4000 precious trees", 3,500 were under 4-inches. The environmental benefits of an efficient transit system surely outweigh the sad spectacle of a few hundred trees cut down. 'Green belts' on the other hand are nothing more than good grass growing on land that was reserved for this kind of use. Nevertheless. when the 7th, 9th avenues, Zero point interchange and Expressway were widened, a large numbers of tree huggers were not seen complaining.

Argument: Priorities/Too Expensive/No Use/Schools first

Mobility is a fundamental right. Working class and poor people do not have cars to take them everywhere. They suffer in broken down wagons and females suffer harassment. Working class people, unlike white collar people in cars, have to choose their work and jobs, based on their location too. They cannot move homes quickly, living out of him ancestral homes a lot of times, or the limited working class neighborhood rentals. Their ability pursue economic opportunities: jobs in industrial areas, in government services and such, is limited by their mobility. Two hours one way in a wagon destroys life, economically and home life too.

Islamabad's working class lives at the edges. The very poor live in slums and katchi abadis, which are being bulldozed right now by the CDA as the rich cheer on. The lower middle and working class lives at the outskirts, and a large population of Islamabad's workforce lives in Rawalpindi. Their ability to reach their work at the Pak Secretariat, in Blue Area etc, will improve lives dramatically.

Efficient public transit creates economic opportunities. Economic corridors open up around transit lines. It has social benefits in the form of democratization of public space: where the poor and the working class and the well-off travel the same way. It is efficient and is good for a fuel import dependent nation and good for the environment.

If public transit spending is not to be undertaken until every person has a PhD, a personal doctor, clean water in their taps and steak on their table, then nothing will happen. Investment and development happen in an integrated, side by side fashion. You have to invest in schools and hospitals - human resources for them being as important as the capital investment, throwing money at education does nothing - and infrastructure and power too.

Jung group is not Punjab Government cell Geo show IL more then any other party before Elections they turned against him because of IK stupid rigging allegations... Remember that in PP-107 PTI's agent was caught with fake votes too so every party is involved in rigging.. watch Dunya NEWS for that... I hope you won't call Dunya NEWS as government media cell

Secondly IK didn't quoted Asian Development Bank's statement it was Asad Umer... May be Asad Umer forgot to calculate the 79 million into PKR which is close to 8 billion rupees... I just post the actual routes on which Asian Development Bank gave that figure of 79 million dollars... If IK and Asad Umer was so sure about that figure by ADB then why they didn't went to Supreme Court??

Your third Point it's been almost a year that Peshawar Mass Transit in in planning Stage and we can see on papers

Tender for Metro Bus

Just a thought. I'm not a civil engineer or something, but are those really narrow pillars in Rawalpindi metrobus safe?

.
A "Partially Elevated" Rawalpindi-Islamabad Metro Project (22.5km) costs 44.3B / 22.5km = 1.97Billion Rs per km.

copy of which is available with The News, reveals that fully elevated Metro Bus project in Peshawar from Chamkani to Hayatabad Complex, having length of 27 kilometer (KM), is projected to cost Rs51.67 billion.

A "Fully Elevated" Metro Project (26km) costs around 51.675B / 27km = 1.914 Billion Rs per km.

Food for thought: Per km construction cost of a "Fully Elevated" track is less than "Partially Elevated" track o_O

Maths isn't that difficult is it?

Its 24 km to be exact and a partial elevated that is Rail compatible. See the plan by project director, the physical structure and stations i posted on page 1.

Also things like Buses get included. Rawalpindi and Islamabad plan to add 65 Articulated Buses while Peshawar plans 61 leaving with a question whether they would be articulated or no articulated

Moreover, Islamabad has plans to build Peshawar Morr Interchange that will benefit both public transport and private automobiles between 2 cities.

Moreover due to red zone there is a plan to make Pak Secratariat Underground. It will be 1 km in length
