The letter condemns the crimes of Bashar al Assad and orders to evaluate feasibility of sending Saudi forces into Syria via Turkey. And to discuss all matter with Arab Leauge and take into confidence all neighboring countries especially Jordan, Turkey, Egypt and Qatar.

Even if this document was real. Saudi is a nation, they have to look into every possibility, the king was just asking the price of the war, nothing else. He is doing his research, nothing else. You don't expect him to go on google or come to pdf to do such research surely.

Most Arab countries already have armed fighters in Syria, same as they did in Libya, but they wont acknowledge it officially. Well, some did - like Qatar, others prefer to fund/arm/send forces anonymously.
