Shouldn't this man be arrested also as it obvious they couldn't have done this without his knowledge?

Well judicial commission is tasked to find out, today's decision is no doubt a moral booster for PTI & setback to the ruling party...As @Jazzbot just said, someone rigged the elections on someones order. Find out who it is and it will become obvious. The winning candidate in a rigged election is always the prime suspect everywhere in the world, I don't know how Pakistan works though.

LAHORE: Khawaja Saad Rafique said Monday that the election tribunal's decision to order re-election in NA-125 constituency was against the presiding and residing officers of the constituency and that runner-up candidate Hamid Khan had failed to prove rigging.
The PML-N leader was holding a press conference soon after an election tribunal in Lahore ordered re-election in NA-125 constituency which was won by Rafique during the May 2013 general election.
He further claimed that only seven polling stations in the said constituency had irregularities.
Rafique claimed that the tribunal judge's decision was a ruling which may result in the disqualification of the Residing Officer.
i think tribunal played safe...... since Judicial Commission is already in place ...That's as plain and simple as it could get. Start from these 7 polling station, its not a big deal. Just 7 Returning officers and all polling agents under them. Aline them and make them utter why they rigged in these polling stations, what was their motive, for whom they rigged it. Everything will be in front of us within days.
But guess, the tribunal wasn't interested in finding why they rigged this election, no?
Well you mentioned very valid points.... current LB elections althou cant be taken as benchmark, but is a slight indicator that PTI need to put in extra effort to secure a win...well my brother recently won election from lahore cantt. the problem PTI will face is that votes said even if we vote you. proviancial government is with with PMLN, federal government is there . why would we vote PTI? that is most toughest question during whole election campaign . where ever there is educated voters PMLN will loose but unfortuanlty less educated people more illiterates , Im glad justice is done in our halqa. if PTI revive voter turnout to 40 percent they can win easily. if voter turn out is low they will loose .
