(Bloomberg) -- Pakistan said it saved more than $600 million over the first 10 years of a natural gas supply deal by pitting some of the world’s biggest sellers against each other.

A report from the state’s oil marketing company presented two weeks ago to a senate committee, and reviewed by Bloomberg News, details how the 2016 deal came together with Qatar, the world’s largest supplier of liquefied natural gas. It also sheds a rare light on such high-stakes energy deals, which are almost exclusively settled behind closed doors and stay hidden from public scrutiny.

The maneuvering by Pakistan came after two years of negotiations hit an impasse as Qatar refused to lower its offer price for LNG. So Pakistan sought leverage on the open market in late 2015, publicly seeking 120 cargoes in two large tenders, which brought in bids from suppliers including Royal Dutch Shell Plc and BP Plc.

While negotiations with Qatargas Operating Co. were under way, the tender was “issued to fetch maximum number of bidders and best price option,” the presentation said. “The strategy helped bring down prices with Qatargas and saved $610 million."

Pakistan then informed Qatar about the lowest bid, from Switzerland-based Gunvor Group Ltd., which the Middle East supplier agreed to match. Pakistan still purchased some LNG from Gunvor, awarding it the first tender. But the volumes it sought from the second tender ended up in the final Qatar deal, bulking it up by 25 percent.

The head of a senate committee now scrutinizing the deal, Mohsin Aziz, confirmed the details of the presentation in an interview last week. Pakistan State Oil Co. and Qatargas officials didn’t respond to requests for comment. Gunvor and BP declined to comment. Shell said it looks forward to future LNG options in Pakistan, without directly commenting on the tender.

The deal with Qatar, which was eventually settled for 3.75 million metric tons annually over 15 years, marked Pakistan’s emergence as an LNG buyer. The country turned to imports after its own declining production forced some factories to shut and caused blackouts. Imports have grown rapidly since early 2016, with Pakistan the seventh-largest LNG buyer globally in August, according to Bloomberg vessel-tracking data.

Negotiations between state agencies and foreign LNG suppliers have been a target of criticism by lawmakers in recent years, some of whom claim that the lack of transparency is hiding potential corruption. These concerns helped the nation’s new prime minister, Imran Khan, sweep to victory in July promising reform. Khan, a former cricket star, has also pledged to strengthen Pakistan’s accountability bureau, which is said to be conducting an inquiry into the country’s first LNG receiving terminal.

Against that backdrop, the Senate Standing Committee on Petroleum, which is also looking into other energy-related developments, brought in Pakistan State Oil officials Aug. 31 to explain the history of the deal. That the 2016 Qatar contract was negotiated in private and the only publicly available copy is redacted raised particular concern.

Despite Pakistan State Oil’s assertion that it saved money, Aziz, the committee head and a member of Khan’s party, said there are still concerns over the deal and will likely recommend the matter for further investigation by government agencies.

The redacted portions of the contract, which were also reviewed by Bloomberg, include the following:

The contract price of the LNG per million British thermal units is the equivalent of 13.37 percent of the average price of Brent oil futures for the preceding three months Pakistan can increase or decrease the size of the contract by five cargoes a year, equivalent to about 8 percent The parties can’t renegotiate the price for 10 years Pakistan can sell cargoes to other buyers and divert to other terminals Port charges to unload cargoes for seller can’t exceed $320,000

These details cover normal contract terms that are generally considered in the industry to be commercially sensitive, according to Fauziah Marzuki, an LNG analyst with Bloomberg NEF. The price and other terms of the contract were in line with in other deals reached around the same time, she said.

Since the launch of the LNG industry in the 1960s, long-term contracts have largely been priced as a percentage of oil, known as a slope. A 13 percent slope means that if the price of oil were $100 a barrel, gas would cost $13 per million British thermal units.

Assessing Qatar-Pakistan LNG Deal

Pakistan has recently negotiated a good bargain with Qatar for importing $16 billion worth of liquified natural gas (LNG).

Pakistan will import as much as 20 million tons of the super-chilled gas annually from various sources including Qatar, enough to fuel about two-thirds of Pakistan’s power plants. Gas shortage has idled half the nation’s generators. A 75 percent drop in LNG prices since 2014 has dramatically reduced the cost of the South Asian country’s energy needs, according to a Bloomberg report.

LNG arriving in Pakistan from Qatar will fetch 13.37% of the preceding three-month average price of a Brent barrel (considering the present Brent price as a proxy, that would equate to $167.5 per 1000 cubic meters), according to a report in Azerbaijan's Trend News. It translates to $4.50 per million BTUs.


A comparison with Iran's gas deals with Turkey and Iraq indicates that Iranian gas will not be competitive with Qatari LNG on Pakistani market. In 2014 Iran was exporting gas to Turkey at above $420 per 1000 cubic meters, but the figure plunged to $225, or $6 per million BTUs, currently due to low oil price. Iran previously said that the price of gas for Iraq would be similar to Turkey's price.

International Chamber of Commerce (ICC) arbitration court has recently ordered Iran to reduce its gas price to Turkey by 15% after Turkey complained. It's not clear if Iran will comply but even if it does, its price will still be $5.10 per million BTUs, much higher than the Qatari LNG price of $4.50 per million BTUs for Pakistan.

As recently as two years ago, LNG shipped to big North Asian consumer like Japan and Korea sold at around $15 to $16 a million British thermal units. Late last year, the price hit $6.65 a million BTUs, down 12% from September, according to research firm Energy Aspects. It expects prices to fall further in Asia this year, to under $6 per million BTUs, as a wave of new gas supply in countries from the U.S. to Angola to Australia comes on line, according to Wall Street Journal.

Petronet LNG Ltd, India’s biggest importer of liquefied natural gas (LNG), is saving so much money buying the commodity from the spot market that it’s willing to risk penalties for breaking long-term contracts with Qatar.

Will Pakistan be able to negotiate a better price with Iran? It seems difficult given the fact that Iranians have a reputation of being very difficult to deal with. Here's an excerpt about Iranians' negotiating style from Iranian-American author Vali Nasr's book "The Dispensable Nation":

"I remember a conversation in 2006 with Jack Straw, who was then Britain’s foreign secretary, about his time talking to Iran. He said, People think North Koreans are difficult to negotiate with. Let me tell you, your countrymen [Iranians] are the most difficult people to negotiate with. Imagine buying a car. You negotiate for a whole month over the price and terms of the deal. You reach an agreement and go to pick up the car. You see it has no tires. “But the tires were not part of the discussion,” the seller says. “We negotiated over the car.” You have to start all over again, now wondering whether you have to worry about the metal rim, screws, or any other unknown part of the car. That should give you a sense of what talking to Iran looks like".

Regardless of whether Pakistan succeeds in using Qatar price leverage with Iran. it's good to see Pakistan finally beginning to take advantage of historic low gas prices to alleviate its severe load-shedding of gas and electricity.


Growing Demand-Supply Gap in Pakistan

In addition to signing the Qatar LNG deal, Pakistan has launched its first LNG import terminal in Karachi and started receiving shipments from Qatar. Pakistan has also signed a $2 billion deal with Russians to build a north-south pipeline from Gwadar to Lahore. But the country needs to rapidly build up capacity to handle imports and distribution of significant volumes of LNG needed to resolve its acute long-running energy crisis.

ISLAMABAD: Former Secretary Petroleum Abid Saeed has turned into an approver in a corruption case against former prime minister Shahid Khaqan Abbasi.

According to sources in the National Accountability Bureau (NAB), the decision to apprehend Khaqan Abbasi was made after the ex-secretary agreed to turn approver against the PML-N leader.

The sources further added that investigations were completed yesterday and the former premier's arrest had no link to his absence in NAB today.

The anti-graft body has not officially confirmed regarding Abid Saeed becoming an approver against Khaqan Abbasi.

Former prime minister Shahid Khaqan Abbasi has been arrested in the LNG case, the National Accountability Court said on Thursday.

The arrest warrant is dated July 16, 2019. It means that the decision to arrest had been taken a day before he was issued summons to appear before the NAB.

I have been following the development of LNG business in Pakistan. To the best of my info, the contract for the construction of both the LNG terminals was awarded after the invitation of bids via an international tender.

The only objection I had come across was about the timing of the building of the second terminal. The news about the second terminal said that it had also been Okayed by the NAB. I have underlined the paragraph.

I wasn’t there and all the info I have is what I read in the press. In my personal opinion at least in the case of LNG Shahid Khaqan Abbassi is not guilty and this is a clear case of vindictiveness by Imran Khan, who is using the NAB to eliminate all opposition. Others are free to form their own opinion.

I am posting the relevant articles along with the link for the reader's convenience.

The government has decided to float tender for construction of LNG Terminal within a week to import gas from Qatar by 2014, following Public Procurement Regulatory Authority (PPRA) rules, said Minister for Petroleum Shahid Khaqan Abbasi on Friday. Talking to media, he said that the government of Qatar wanted construction of LNG terminal before starting negotiations on gas supply and stated that no agreement was signed on LNG import with Qatar.

The minister said that he and Punjab Chief Minister Muhammad Shahbaz Sharif had recently visited Qatar to hold discussion with the authorities regarding LNG import. The energy minister of Qatar wanted that LNG terminal should be build first and then the two sides could move further for supply of gas.

Abbasi said that the government had decided to go for the construction of terminal first and then sign agreement, which was being followed by different countries. He said that the government would explore other options for import of LNG in case the price of gas given by the Qatar government was not feasible. He further said that the government initial requirement of LNG was 1.4 million tons and the price would be major factor in reaching an agreement.

The minister maintained that the government would invite bid for import of LNG on fast track basis through the terminal which had jetty. "I am hopeful that LNG import will start in mid October under this project," he said. About the other options, he said that Sui Southern Gas Company (SSGC) had invited bids to initiate work on retrofit project to import LNG. Under this plan, the SSGC wants to convert Progas LPG terminal into LNG handling facility.

The minister said that technical bids for import of LNG at SSGCL terminal had been opened whereas financial bids are still to be opened. "The Ministry has directed the board of directors of SSGC to evaluate financial bids for 500 MMCFD project to decide whether the project if viable or not. We will move for the project if it is technically and financially feasible," he said and revealed that 4Gas Asia had qualified for it.

He said that two projects of 500 MMCFD each were under consideration which could be built on Port Qasim or Gwadar Port offshore. The minister said that the fuel change could have saved $500 to $700 million to the government but regretted that the necessary decisions in this regard were ignored during the last ten year and consequently the country is paying the price. He said that international consultants have suggested that Asian Development Bank (ADB) should be involved in the process for import of LNG.

Abbasi said that the heads of all the companies and board of directors would be replaced for which advertisements had been released in the media to hire competent people through a commission. He observed that board of directors was either working for personal gains or involved in corruption. He added that the price for captive power plants would go up to make it competitive and the people would have to also pay the actual price of gas which would increase considerably after the LNG mix. Abbasi said that the power sector was being given top priority in terms of gas provision and being provided full supply except shortfall of 50 to 60 MMCFD. As a result, he said that the power generation increased to 16000 MW.

About Iran-Pakistan gas pipeline, he said negotiation would be started with Iranian government as soon as its cabinet was formed. He said that there were US sanctions on Iran as well as financing problems. The minister said that the Iran government had committed $500 million financing to lay the pipeline on Pakistani side. He said that Iran was facing sanctions and Foreign Office had been tasked to work out the impact of US sanctions on this project. In reply to a question, he said that physical work on the project had not started yet.

It may be stated that the modalities for import of LNG were also finalised by a committee of the Economic Co-ordination Committee of the Cabinet (ECC) during the tenure of former Finance Minister Dr Abdul Hafeez Sheikh. These modalities finalised by Dr Hafeez for import of LNG include; (i) long term LNG import under integrated project structure for 400 MMCFD and RLNG delivery at SSGC receiving point through open competitive bidding following PPRA Rules and level playing field to all the parties may it be new entrants or to whom construction licenses have been issued etc.

ISLAMABAD: The government has issued a letter of intent to award contract for developing the second liquefied natural gas (LNG) handling terminal at Port Qasim in Karachi, said Petroleum and Natural Resources Minister Shahid Khaqan Abbasi.

Talking to a group of journalists at an event organised by OMV exploration company to mark its 25 years in Pakistan, Abbasi said a consortium of Fauji Oil Terminal and Distribution Company (Fotco) – which also included Pakistan GasPort Limited – had emerged as the lowest bidder and the government had issued it the letter of intent for setting up the second LNG terminal in the country.

Gwadar-Nawabshah pipeline, LNG terminals: All projects will be completed on time, says official

The board of directors of Pakistan LNG Terminals Limited, in its meeting on May 6, had approved financial bid of the consortium, which offered a levellised (service) charge of $0.4177 per million British thermal units (mmbtu) with a handling capacity of 600 million cubic feet of LNG per day (mmcfd).

In the next phase, an LNG services agreement will be negotiated and signed with the successful bidder. The project will be completed in 11 months.

First LNG terminal has been built by Elengy Terminal Pakistan Limited that is being run since March 2015.

Abbasi claimed that electricity produced with the help of LNG would be cheaper by four cents per unit compared to oil-based power generation.

He expected the country to save around $1.5 billion annually by consuming gas imported through the second LNG terminal. Pakistan would not only have clean energy but it would also be cheaper, he said. This terminal will have re-gasification capacity for 600mmcfd of LNG that would be shipped to three LNG-based power plants with cumulative generation capacity of 3,600 megawatts. Improved power supplies will help revive the economy that has long suffered due to energy shortages.

The National Accountability Bureau (NAB) and the Public Procurement Regulatory Authority (PPRA) have already given the go-ahead for the award of second LNG terminal contract in accordance with the law.

Timing issues: ‘Building second LNG terminal a mistake right now’

Responding to a question, the petroleum minister said the government was negotiating with Italian energy giant Eni for the import of 750,000 tons of LNG.

Pakistan is currently receiving LNG supplies from two sources – Qatar and global commodity trading company Gunvor. Every month, three ships arrive from Qatar carrying an average of 300mmcfd and one ship is sent by Gunvor bringing about 100mmcfd. They are supplying at 13.37% of Brent crude price.

Pakistan consumers have been enduring power outages for a long time and successive governments have pumped trillions of rupees into the power sector to pay subsidies due to a higher power generation cost.

Pakistan, Italy likely to sign LNG supply deal

Power load-shedding has also hit the economy hard, erasing around 3% off GDP growth every year. Apart from this, several industrial units have been taken to Bangladesh due to the energy crisis.

“LNG is the best solution that will revive the economy,” Abbasi said.

Timing issues: ‘Building second LNG terminal a mistake right now’

ISLAMABAD: The Islamabad Chamber of Small Traders (ICST) has criticised the government’s decision to establish another LNG terminal to feed power houses of Punjab as it would result in colossal losses to the national exchequer.

“The construction of a second LNG terminal with 600 mmcfd capacity should be delayed until the completion of the LNG pipeline from Karachi to Lahore, otherwise, it would be counterproductive,” ICST Patron Shahid Rasheed Butt said in a press release.

He said the first terminal has the capacity to process 600 mmcfd of fuel while the pipelines cannot transport more than 400 mmcfd, therefore, it would result in underutilisation and penalty to the tune of billions.

He said the masses will have to pay for wrong planning of policymakers since the second terminal would remain idle and the burden of penalty would be transferred on to the masses as usual.

This is a speculation. Also Investigation into LNG Terminal by NAB was started during PMLN era. It's not a new reference submitted to NAB by IK government. If has been brewing for some time.

News is that the award for Terminal went to company that Abbasi is a shareholder of. That's easily proven or disproven in the court of law.

Abbasi in jail doesn't benefit IK much. They are all going in on cases started during PMLN time. We all know how horrible NAB has been so now that it has picked up speed that shouldn't be attributed to IK controlling NAB.

Cancelling/reducing PIA flights to give Air Blue routes is another case coming soon. Those records are being pulled up now. That I understand the PTI government is currently preparing.

I have also spend enough time to understand that we need to build our country. After 70 years of existence, we are still a third world country despite having all the ressources for our development We are the laughing stock of the world. Why ?
Why those leaders we had never worked to improve life of Pakistanis awam ? We wanted to build atom bombs, we built them, we wanted to build jet, we built JF17, but why our civilian leaders never developed our industries, our educational system etc ? And that despite nawaz being a mills owner ? He didn’t know (and others ) that we must improve our taxe collection system in order to be able to invest in our country for its development? Yes i said INVEST which is known by all businessmen, but seems unknown by Nawaz family and by Bhutto family. No they were happy to become richer and richer by giving a Bryani plate to poor people, without knowing the b-a ba of the business in the industry.
Unfortunately you look from Barrels eye not the open skies ,Russia had more weapons ,what about economy nothing there ,only we succeed on non productive items ,can you tell me where are we in terms of social economics ,nations cant build upon fascism and dictatorships we have done this experiment for 40 years directly and now 35 years indirectly .
