Nowadays it is all about cost management.

When someone else is doing what one exactly wants for them, then why waste energy, time and money behind it? Once it starts drawing down troops in Afghanistan, you're next in the line.

The only place where it could be said Khalistan "thrives" is in Paksitan and that is because the GoP seeks to try and use them in the same way they use Islamic militants against India. Joke is on them though because the Khalistan movement has been dead and buried for almost 3 decades now! Typical Pakistanis-meddeling in others' affairs when they should be focusing on their own extreme situation at home.
