Roaming fees, I believe. The government wants to make it cheaper for people to have access to mobile communication/internet.
Internet access is already very cheap in China. I add $129/m to US GDP for my 75 Mbps xfinity broadband. My friends in China pay $15/m for 100 Mbps.
No wonder US GDP is so big.

No, they are fixed fees from different companies or city government (sewer/storm sewer/capacity charge). It is more if I am at home and actually use water. Chinese friends can't see these charges when they are praising US for cheap Levis.
Fixed fees are so high, then. It is big wonder US poor folks do not complain.
