Did you even care to read the report? Nobody cares if any Hindu-Muslim or Muslim-Hindu couple gets hitched. The problem is when the guy in the question is funded by jihadis to fall in love or should I say trap the girl, when the motivation is not love but conversion or sexual exploitation of the girl, when lies are used and identities are hidden just to get a trophy wife or gf.
