I am from kochi
Friend of mine said something about the how pwd works in kerala. He said some amount of credit are there for them and udf utilise the maximum when they complete the 5 years and that is why you don't get to see a lot of road works when ldf rules. Does that make any sense to you..?? sorry if this sounds silly
