Bilategreements are just that, agreements. They mean nothing in front of international resolutions with are recognized internationally as the law. And laws always supercede agreements. Agreements, bilateral or not, do not supercede international law until and unless the parties involved explicitly and officially disown the international law which is something that would never happen.
