7th-9th Avenues are in master plan. And Green belt were destroyed when these avenues were built

They were not completely destroyed they still exist with smaller width but what you are proposing will even eliminate that
I live very close to 9th avenue i am not a fan of its expansion they shouldve thought of its future expansion before they made Islamabad section of metro above on ground instead of above ground like in Pindi

The quality of metro road is inferior to quality of 9th avenue i saw both being built

You had to wait 15-30min to cross that signal. 9th is a very busy road and will be congested soon enough.
