Sorry to pick this part only, but did Kashmiri leadership denied them entry? Or common populace was the one who stopped them? Just because some militants (never been more than 200 as per official statements) persecuted them, doesn't mean all population is responsible.
You are correct to the effect that surely most of the common populace has no objections to the re-entry of the Pandits. The few objecting populace will be under influence of the irrational among the leadership like Asiya Andrabi or the late Syed Ali Shah Geelani. We must recall that in 2001 it was Geelani, other than then deputy prime minister Advani, who rejected Musharraf's Four Point Formula for the immediate-scale resolution of Kashmir.
And yes, I don't think that the Hindutvadi crook Vivek Agnihotri in this film would have taken your considered line that the entire population of Kashmir cannot be held to account for the actions of the approx 200 militants who did atrocities against the Pandits. Agnihotri is not a thinking person. Look at his previous film which was against the Naxals - Communist guerrillas fighting against the State since the 1960s. Agnihotri will never question that when the Indian governments can wage war against their own people - the Naxals or "Left-wing Extremists" ( LWEs ) as they call them - why can't the same governments wage war against the true criminals in the country - the right-wing extremists including the Hindutvadis.
