Karachi gets meager RS 42 billion development budget

mohajirs wont get anything even out of this meager amount, most of it would be eaten by PPP, PPP already occupying most of the govt jobs and shoving sindhis on nepotism, quota system, most of our taxes eaten by PPP in this way, Karachi generates 93% of Sindh's income but doesn't get anything out of it, development funds eaten by sindhi PPP KMC, non development funds already eaten by sindhi daggas in police etc

Shuld have thought about all this before getting voluntarily raped by PPP government.

MQM and PPP have been following one rule strictly....Khao mil kay, vote apna apna, shoor apna apna...MQM should ensure that even this 40 Billion be spent on the development projects in city...

MQM ko kya noora samajh lya he kya? MQM actually does something out of the money it receives infact even more ut of its own pocket

but ironically MQM doesn't even get to hold even the local bodies so what MQM principally receives is the MPA fund, and they do a lot from tht from example making roads, gutters, water lines, basic stuff

Thanks to Sind gov. for spending 42 billion from provincial budget. which is actually 2 billion less than what the Punjab gov. is spending on only one of the project in its 4th largest city Pindi-Islamabad Metro project.

I am pretty sure in that case Karachi budget will be at least half of Sindh budget 686bn which is 343bn. Likely more because most of Sindh provincial tax is collected from Karachi.

Karachi will become Gothem city if its overlooked for long period and it should not happen considering how valuable the city is the Sindh and Pakistan in general

No special package for Karachi mega projects in budget

KARACHI: Like the federal government, the Sindh government has also not announced any special development package for Karachi in its budget for 2014-15.

Although Chief Minister Syed Qaim Ali Shah announced in his budget speech an allocation of Rs42 billion for ‘Karachi based schemes in ADP 2014-15’, most of the funds are to be spent on the ongoing development schemes that include water supply and sanitation, buildings, roads, water and drainage, energy, education, health, environment, social welfare, information technology and local government schemes.

The CM said in his budget speech that the Sindh government was “giving prime importance to Karachi in its development portfolio”, but this was not enough as the city also required a special package from the federal government. “I strongly urge the federal government to review its fiscal approach to Karachi,” he said.

However, the provincial government itself gave separate special development packages for Karachi’s six districts but it did not reveal on what basis it made unequal allocations for these districts.

The budget documents say that total Rs1.2bn is allocated for Karachi’s Malir, West and South districts — Rs400 million each — and total Rs300m allocated for the Central, East and Korangi districts — Rs100m each. Besides, the allocation for Lyari, which falls within the South district and is traditionally considered a Pakistan Peoples Party stronghold, in the next fiscal year is Rs458m — all for ongoing schemes that were part of previous budgets.

In addition to the above packages, around Rs1.05bn is allocated for a Karachi development package. The funds are to be used by the Karachi Metropolitan Corporation for various ongoing projects, including construction of flyovers, roads, etc. An amount of Rs55m is allocated for only one new scheme — improvement of a three-kilometre road from Safora Chowrangi to Saadi Town.

However, the fate of Karachi’s mega projects — Greater Karachi Water Supply Scheme K-IV, Greater Karachi Sewage Treatment Plan S-III, Karachi Mass Transit System, etc, is still hanging in the balance, as the Sindh CM blamed the federal government for a delay and said in his budget speech that “the mega projects already launched are suffering setbacks due to lack of focus by the federal government”.

On its part, the Sindh government allocated only Rs1bn for the Rs7.98bn S-III project and Rs849m for the Rs25.552bn K-IV project in the next financial year.

The CM said that the federal government had to contribute Rs3.99bn for the S-III project, but it only allocated Rs200m for this project when he forced the authorities to do so.

Similarly, he said, the K-IV project was approved by Ecnec for provision of additional 260MGD water to the residents of Karachi and the provincial government would pay 50 per cent of its total cost. The CM added that the federal government initially had not allocated any amount for this project, but on his insistence they allocated Rs200m in the budget.

About the transport sector, he said that his government would launch two lines — green and yellow — for the Bus Rapid Transit System (BRTS) projects. The yellow line project will be carried out on a public-private partnership basis. The yellow line will be from Korangi 8000 Road towards the centre of the city, he added.

He said that Rs3bn was allocated in the ADP for green line project, which would be completed in two years and the balance allocation would be made in the financial year 2015-16.

Sindh province revenues

"The Sindh government has estimated to get Rs460 billion from the federal government as total revenue receipt from the National Finance Commission Award, Rs10 billion from the defunct Octroi tax and Rs15 billion as federal grants. Meanwhile, the provincial government has estimated to acquire Rs150 billion from its own taxes and Rs20 billion from its various investments."

So 460bn from NFC award and 170bn from province taxes. I bet 90% of these taxes are collected in Karachi. Sindh budget with out Karachi will not be more then 270bn instead of current 688bn.

lol...With the population of 25Million(excluding illegals) out of Sind's total 55 Million...Karachi population is around 46% of total Sind's population. So 25% is indeed daylight robbery. Not to forget the lion's share contribution of Karachi in national/provincial GDP.

For now i don't see Karachi getting rid of these "SUPERIOR WORLD CLASS" transport means.

merey bhai jo 42 billion ki baat ho rahe he, us me bhi kitna actually milta he karachi ko, woh chillar ke mutaradif he, kuch nahi milta, last time 14 towns of Karachi got 14 billion and the 3 PPP towns like GADAP, lyari, malir etc got 15 billion, us me KMC ne kitna khaya, aur kitna spent kya, us se aap andaza laga lejye

karachi ko actually kuch nahi milta, khali kha pi ke PPP waale hazam kerdete hain

ager woh 42 billion bhi imanatdari se lag jaye to phir bhi luch keh sakte hain
