I would say it is too early to say who did it, but in the past such operations were mainly carried out by the Haqqani network.

I think these acts are to influence peace talks. Seems they want to display power to wreak havoc as bargaining chip.
There should be no peace talks unless they shun violence. More afghanistan engages in peace talks they end up giving impression that they are vulnerable to violence and wanton acts of violence simply increases.

You dont hear it but the ANSF is killing the Talis in night operations in droves, the pressure is actually on the Talis and not the ANSF. Yes this is a high profile attack but on the flip side you also see the excellent performance by the ANSF who have rescued around 47 both Afghans and Foreigners from the area and in end shot dead all the attackers in a matter of hours.
