K-P police decline to provide security for Chinese engineers working on CPEC

PESHAWAR:
The Khyber-Pakhtunkhwa police have refused to provide 200 policemen for the security of Chinese engineers working on the Havelian-Thakot Expressway being constructed under China-Pakistan Economic Corridor (CPEC).

“We have declined to provide them with these 200 policemen because the provincial government has strong reservations on CPEC projects,” a police official told The Express Tribune on Saturday.

CPEC: ‘Completion of western route will help eradicate militancy’

He added the basic responsibility of security for those working on the megaproject lies with Pakistan Army who have been given funds in this regard.

The army could use their own personnel, private guards as well as ask for policemen to provide security to the Chinese engineers working on the projects.

Once completed, the Havelian-Thakot expressway will be a 120-kilometre road network. It is currently under construction and is scheduled to be completed by 2018.

Previously, the federal government had asked the K-P police to provide 600 policemen for the Suki Kinari Hydropower project. The K-P police had then said they could not spare hundreds of men for this purpose. The police had instead suggested ex-servicemen be hired on a contract-basis provided their salaries are paid by the project management.

Work on the Suki Kinari project was expected to start in mid-2016. Later, the army was made responsible for the security and all funds were transferred to it.

The project management initially agreed to hiring 600 ex-servicemen but the current situation is unclear as the arrival of the Chinese engineers was delayed due to inclement weather in the area.

Vital corridor

CPEC is an infrastructure development project. It mainly comprises roads and railway networks connecting China to the Gwadar seaport.

However, the project became a cause of conflict after its initially proposed route was changed by the Punjab government. The decision sparked widespread protest from Balochistan as well as K-P.

Both provinces have alleged Punjab was never part of the route. On the contrary, the Pakistan Muslim League-Nawaz government changed it to include Prime Minister Nawaz Sharif’s home province, Punjab, in the lucrative project.

It is often said the portion of CPEC in Punjab is much more developed as industrial estates, power generation plants and other sophisticated projects have been included in the part that runs through Punjab. On the other hand, CPEC projects for most parts of K-P and Balochistan have no more than just roads.

The Punjab government as well as the federal government have denied the allegations. However, all political parties in K-P are united against the federal government’s plans in this regard, making CPEC a burning issue these days.

Megaproject

On April 20, 2015, Pakistan and China signed an agreement to commence work on the $46 billion project.

In May 2015, the APC held in May last year was instrumental in developing national consensus on routes of the CPEC.

During the conference held in May, participants pressed the government to give priority to the western route. This route passes through some of the country’s hinterlands.

According to the participants. the route can help address poverty in these areas.

Ab banda kiya kahay. Ridiculous by the kp police. Its their job to provide security whether the provincial govt has reservations or not!! The Chinese engineers and workers are our guests and their security is our duty. Who are they to say that they can't provide security? They are not slaves of the provincial govt. The provincial govt and its ruling party has massive reservations on PMLN the ruling party in federal so if a N worker or supporter asks them for help, they will reply " sorry we can't help you vcz our provincial govt and party in power has reservations with yours"..

Are these the actions of a non politicized police?
 
Why not Chinese just give jobs to locals...
They just take all the cache of engineers from their own while here people are out standing at construction sites for jobs!
Similarly their all material is coming from china even if its cheap here, while Chinese attitude during investment in India is pretty fair.
Our government is dumb as hell and don't care as far as commission is coming in their pockets!
after some decades we will be weeping and telling 'em that we ain't their colony!
 
Actually The problem is between Federal Govt and Provincial govt Police has nothing to do with they are just following orders. And Provincial govt thinks that Federal Govt converted the China-Pakistan Economic Corridor to China-Punjab Economic Corridor and they are just building roads only here. I think Every Province need to be treated equally by Federal govt bcz only punjab is not pakistan sindh balochistan kpk Gb AJK are also in pak and we should think as pakistaninot as a single party supporters.

The sole purpose of CPEC was to develop the deprived areas of Pakistan under the garb of CPEC. But PML(N) made iterations to this project to run it through Punjab to include lands of their ministers and supporters in the route. This leaves KPK and Balochistan with virtually just nothing but roads. Alarmingly all those power projects are near our eastern border. Surely people ahve gone nuts out there.

So asking for their rights makes them HINDRANCE? The analogy is more or less same as NS branding those protesting against him with regards to Panama leaks as Terrorists. Close enough though.

This is Shame on Federal Government. They are taking rights of Locals. Look What KPK & Balochistan (Excluding Gawadar) is going to get from CPEC. Now compare it with Punjab & Sindh which have nothing to do with CPEC as Initially planned..
I condemened Federal Government to make CPEC controversial.. Its right of every Chief Minister to think of its Masses, On whom they are rulling, Allah will ask them about their jobs...

Heck they are not even giving Only Land for Peshawar Rapid Transit, But Lahore Metro is been under construction as part of CPEC... Shame Shame Federal Government

While Punjab is being blamed for getting the whole share, there will be 8 special economic zones in the KP while 7 such zones in Punjab.

Its all on record. KP CM has been declining invitation to visit PM house and visit China and he decided that he was focused on that useless dharna. The Federal was still reluctant to call APC more than 5x and making dozens of committees to address reservations but again how shameful is it PTI folks still wouldn't show up.

BTW, I thought KP Police is independent. How can you people claim this when they are saying they have political reservations as a result of which they are unable to provide security ?

You are still not answering my questions.. Post the things For Punjab as well so that everyone could have a fair comparison... & plz answer a simple question why not same as initially proposed???
 
Police is ill-equipped and can't provide good security for such a high profile, mega project.
