Let us even simplify... Nuclear fallout ends up in the Himalaya or rivers... That means pretty much a dead India cause the nukes these days are a bit more power then back then...

Those numbers include ethnic cleansing of Kashmiri pandits perpetrated by militants, civilians dying in cross-fire between militant and army, militants and army themselves and that too in a conflict of more than a decade. But villages and towns were never leveled off in Kashmir unlike PA has been doing, example being Loe Sam.

Villages and towns were also evacuated prior to the attacks by the PA, and towns like Loesam were 'flattened' because the militants had constructed fortified defenses, bunkers and tunnels throughout the town, often using existing structures.

In a situation like that, the town structures were obviously going to be the target.
