Landing or takeoff

I say landing simply because of the downward position of the ailerons. If we could see more of the spine, the speed break of that J-15 would be more visible and would be a dead giveaway. But because of the angle of the camera, even if it's fully deployed we can't see it. But the ailerons being slightly in the down position means they're working with the flaps to slow down the air under the wings to help sustain lift while air speed is dropping for landing.

Also it's not landing on a carrier obviously since the hook would be deployed.
