I guess this is an example of an issue is much more complicate on the surface. This heading toward something good. Maybe in the future, Tibet to China would be Scotland to the UK. By that I meant, they do have the power to vote themselves out of the union. And it seemed like China has nothing to fear, if the reality is like in the article.

Scottish basically has no different from British. Same races and same language.

As for Tibet and Xijiang, not to worry. They are currently large number of neutralise Hans living in those area. When time comes to voting, they will know who to vote.
