ABBOTABAD: The Election Tribunal Abbottabad suspended Pakistan Tehreek-e-Insaf MNA Dr Raja Amir Zaman’s assembly membership on charges of rigging on Tuesday and ordered re-elections on seven polling stations of NA-19 Haripur.

Dr Zaman defeated Pakistan Muslim League-Nawaz’s Ayub Gohar in the general elections, who later challenged the results. Dr Zaman emerged as the winner after the recount on all 437 stations of the constituency.

Ayub, however, moved the Supreme Court and sought a re-election. According to his petition, several polling bags did not have relevant voters list or counterfoils of ballot papers; indicative of rigging.

The apex court referred the case to the election tribunal which then suspended Dr Zaman’s membership and ordered a re-election on polling stations Alloli, Mamrial, Bagra Number 2, Kalinjar, Ghazi Hamlet and two polling stations of Khalabat Township.

Dr Zaman had defeated Ayub from these polling stations with a heavy margin.

The tribunal headed by Ziauddin Khattak also dismissed a petition filed by Shahid Amin Khan, a former union nazim, who sought Dr Zaman’s disqualification on the basis of concealment of assets and non-payment of taxes.

Musical chairs: PML-N bags NA-19

HARIPUR: After a long battle lasting eight months, Pakistan Muslim League-Nawaz’s (PML-N) Omar Ayub Khan emerged victorious against his nemesis from the Pakistan Tehreek-e-Insaf (PTI), Dr Raja Amir Zaman, after re-polling at seven polling stations of NA-19 on Wednesday.

According to unofficial results, Omar secured 2,506 votes while Zaman bagged 2,059.

During the general elections last year, Zaman had defeated Omar with a lead from these seven polling stations which saw re-election. After Omar challenged the results, a recount was ordered wherein Zaman again emerged victorious. Omar then challenged the results one more time and moved the election tribunal for re-polling at the seven polling stations. His request was subsequently accepted.

According to unofficial results, Zaman lost during Wednesday’s re-polling at the two polling stations in Khalabat Township, and one each in Alooli, Bagra, Kalinjar and Hamlet Ghazi. He, however, won from his native polling station in Mamrial village, securing 810 votes against Omar’s 380. There were 9,198 registered voters in the seven polling stations.

Meanwhile, polling was suspended for over an hour at Hamlet Ghazi polling station after an argument between the two candidates. Both accused each other of violating the election code of conduct, but police officials intervened and averted a possible clash. Some women voters complained their votes had already been cast when they went to cast the ballot.

HARIPUR:
Allegations of a rigged by-election in PK-50, Haripur-II have already surfaced. The runner-up, Babar Nawaz Khan, has accused the Pakistan Tehreek-e-Insaf (PTI) government of using state machinery to secure its candidate’s win; a Free and Fair Election Network (Fafen) report corroborates Babar’s statement.


Babar filed an application with the Election Commission of Pakistan (ECP) on Monday through his counsel Advocate Khalid Khan Qureshi, seeking a recount of ballot papers collected from all 116 polling stations and a count of 1,266 votes polled in favour of Babar which were rejected when the final result was tabulated. The ECP is likely to fix a date for the hearing in the next few days.

Crying foul

Following the by-election held on January 23, Babar had accused the PTI-led provincial government of “winning the seat” for its candidate Akbar Ayub Khan and announced he would file a petition with the Election Tribunal seeking a recount.

According to unofficial results, Akbar Ayub Khan had won by securing 26,957 votes, Babar came in second with 23,760 and Pakistan Muslim League-Nawaz candidate Qazi Muhammad Asad Khan obtained 22,028 votes.

However, Babar, who contested as an independent candidate and is the son of Awami National Party’s slain MPA Akhtar Nawaz Khan, has refused to accept the result, claiming he has proof of the alleged rigging. According to him, when he visited various polling stations on the day of the election, he noticed that several policemen had stamped the ballot papers for Akbar.

Babar claimed residents of the constituency were fed up with the politics of Tareens who have been ruling the district for the last three generations and thus voted in his favour.

The runner-up maintained he had won from 78 polling stations of 116 but had lost in the rest of the stations because “government officials manipulated the result.”

Furthermore, a Fafen observation report on the election in PK-50 also recorded 24 violations of the code of conduct devised by the ECP.

According to a Fafen press release issued on January 24, policemen were seen stamping ballot papers at an unnamed polling station, in line with Babar’s claims.

The Fafen report also indicated the polling process had been suspended briefly in over a dozen polling stations there. Referring to this report, Babar told The Express Tribune that since his allegations have been corroborated by an independent monitoring unit, he will now seek a recount.

Babar had earlier filed an application with PK-50 Returning Officer Mian Zahidullah Jan for a recount in the entire constituency, however the request was rejected.

PK-50, Haripur-II fell vacant after former provincial minister Yusuf Ayub Khan, the brother of MPA-elect Akbar Ayub, was disqualified by the ECP on the basis of violating clauses 62 and 63 of the Constitution.

PTI reveals 35 ‘punctures’ fixed in May 11 polls


Pakistan Tehrik-e-Insaf has revealed a bizarre scandal involving a secret conversation with a top political party leader and a western diplomat and secret tapes, which hint at rigging in 35 constituencies on May 11.




The top western diplomat, whose name was not revealed, confirmed that a leading party chief was informed a few hours before the results came in on May 11, in code words, which clearly meant that arrangements for massive rigging had been made during the polling and counting process in at least 35 constituencies of Punjab.



First chairman PTI Imran Khan went on record by tweeting that a party chief was assured of having (repaired) “35 punctures” (meaning flat tyres) for elections, which shows the “muk muka” and complicity to facilitate rigging.



Imran further tweeted that the 35 “punctures” also help explain why voter verification in the four constituencies of Punjab demanded by PTI had not been done. Spokesperson for the PTI Dr Shireen Mazari in her reply to questions sent by The News said that the PTI had been told this by a western ambassador who asked what “puncture” meant.



“According to confidential reliable sources an important personality rang up a party chief on the night of election and said in Punjabi, “35 puncture la dittay nain.” Quoted by a western ambassador who asked what puncture meant the reference was about rigging in 35 constituencies of Punjab; we see it as part of muk muka”, Dr Mazari said in her written reply.



There is some talk that there exists an audiotape based upon which the PTI is hurling rigging allegations in at least thirty-five constituencies in Punjab. Questions are being raised how such an audiotape could reach a western ambassador as the institutions which record telephone calls in the country are known to all. Analysts believe that rigging even a small polling station is not an easy job let alone rigging 35 constituencies. If Imran Khan’s allegations of 35 punctures are correct then the entire election machinery should have been on board - from Election Commission of Pakistan to lower judiciary and from interim setup to election observers, an analyst said.



He maintained that if Imran Khan’s allegations are taken as true then where were the political workers and political leaders of PTI in those 35 constituencies of Punjab? Were they sleeping?



Some other observers said had there been any such tape, it would have reached the media. They added that even the pre-election surveys did not favour PTI as far as the 35 constituencies are concerned.



It is worth mentioning here that after the May 11 election, PTI has been crying of being deprived of its mandate in Punjab and has also filed applications in the election tribunals regarding disputes and has sought voters’ verification.



Even ex-chairman National Database and Registration Authority lost his job doing the verification process as has been mentioned in Islamabad High Court judgement. Since May 11, Imran Khan also had to face a contempt of court notice from the Supreme Court for accusing the judiciary of becoming part of the alleged rigging saga, which was dropped later.

An independent runner-up candidate Muhammad Wakeel Khan Manj had challenged the victory of retired Col Shujaat Ahmad Khan of Pakistan Muslim League - Nawaz (PML-N) in the election held on May 11 last year.

Subsequently, the tribunal had ordered an inspection over the plea which lead to the revelation of serious flaws and discrepancies in the record available for the constituency.

The bench added that the disappearance of polling bags and discrepancies in stamps and signatures of the issuing officer on counterfoils had proven the accusations levelled by the petitioner.

Moreover, the tribunal announced that re-elections be held in PP-136.

I'm not sure about pml-n but from what I heard about Karachi, if IK did the second jalsa there before election then PTI would have been in majority. This claim can be confirmed by talat hussain who adimited then PTI would have won most of the seats there and many other claimed the same thing.

IK had blind faith in the SC which clearly back fired.

People of Karachi never needed another Jalsa, they are politically mature people as compared to Lahore, they only needed fail elections and PTI would have won.. even in Lahore, PTI would have won had it been fair elections, our mistakes included cause the defeat.
