It's not terrorism, it doesn't even meet the definition of terrorism, as those militants are attacking Indian army, innocent civilians are not the intended target.

What I mean is, in Kashmir against Indian army. Of course attacking civilians as in Mumbai 2008 is terrorism.

attacking civilins in kashmir is also terrorism. and those are terrorists who attack armed forces because armed forces are there for protection of civilins.
