And who decides what's political?

For Pakistan it is convenient to say Kashmir is political and hence no terrorists only freedom fighters.
The Balocuh say it's political and hence they are freedom fighters.
TTP say it's religious for them and they are freedom fighters.
Taliban say political.....

So, this is a dumb argument to justify terrorism.
