Why would you need to secure Pakistani nukes when neutralizing the command is generally an easier path?

The only scenario where it might be plausible is if there is complete breakdown of said command due to internal chaos of the extreme kind. The existence of the command structures is vital, as long as they remain rational.

(Please note that such a plan would also apply to India for the same reasons, equally.)
