No, there is a big difference. ASEAN has strong ties with China and the economy is controlled by local Chinese. The various factories in ASEAN are heavily dependent on China. They are also all within the radius of China's military. I can even say that the growth of the ASEAN market will inevitably lead to the growth of the Chinese market.

India purchases Russian oil and S-400 despite the sanctions threat, and buys MQ-9 Predators and Apaches along with it. It's basically India being a neutral player, extracting benefits from wherever it can. Even India is allowing Chinese firms to invest in India by forming joint ventures with Indian firms even when we're having a border dispute while China i.e. a friend higher than Himalayas, sweeter than honey, deeper than the oceans for Pakistan doesn't invest a penny over there except for some empty CPEC dreams meant to provide jobs for their own people overseas.
